On April 6th, 2023, Licensing Program Analyst (LPA) Mandie Goodwin met with Licensee Bilques Ahrari, for the purpose of an unannounced required 1-year inspection. Licensee’s spouse and one adult child was present at time of visit. All individuals subject to criminal background review have obtained a criminal record clearance. Licensee observed two children in care at time of visit, including one infant. Days and hours of operation are Monday through Friday from 8:00 AM until 8 PM, or as needed.

LPA toured the facility and a health and safety inspection was conducted in all areas accessible to children. The off-limits areas include the garage and laundry room. Licensee acknowledged that children must never enter these areas. LPA observed the required postings, a fully charged fire extinguisher, and smoke and carbon monoxide detectors. Per Licensee, there are no weapons in the home. No bodies of water were observed today. The outdoor space is currently being remodeled and is off limits for the time being. Licensee will notify LPA when outdoor construction is complete for inspection. LPA observed cleaning chemicals in the bathroom underneath the sink. Licensee stated that there used to be child locks, but that they were not working. Licensee removed the chemicals during inspection and placed them in the off limits laundry room, making them inaccessible to children.

LPA reviewed the enrolled children’s files. One file was missing documents. A current children’s roster was observed. Licensee does not have record of conducting fire drills at least every six months. LPA verified that licensee is currently registered for CPR course. Licensee is exempt from Mandated Reporter Training as it is not offered in the licensee’s first language of Farsi at this time. LPA reviewed and provided the Family Child Care Home Entrance Checklist.

All children, age and ability permitting, and the provider, the assistant provider, and other members of the household, shall be instructed in their duties under the disaster plan. As their age and ability permit, newly enrolled children shall be informed promptly of their duties as required in the plan. (A) Each family child care home shall conduct fire drills and disaster drills at least once every six months. 1. The licensee shall document the drills, including the date and time of each drill. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual – Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. To improve the quality and value of the new inspection process, a survey will be sent to the email address provided. Please complete the survey and share your inspection experience. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

During today’s inspection deficiencies were observed and are cited on the 809-D. LPA Mandie Goodwin informed licensee Bilques Ahrari that this report dated 4/6/2023 document(s) one Type A citation. Type A citation(s) which shall be posted for 30 consecutive days as there is/are immediate risk(s) to the health, safety, or personal rights of children in care.
