Licensing Program Analyst Erwina Pascual-Golamco (LPA) met with Director, Danielle Law, to deliver findings. LPA toured the facility, including all activity and classroom spaces, restrooms, and outdoor play areas. Census included 19 preschool children being supervised by 3 classroom staff. Director was reminded never to exceed the conditions, limitations, and capacity specified on the license. Facility hours of operation are Monday through Friday from 7:00 AM to 6:00 PM.

It was alleged that staff handled child in a rough manner, and staff forced child to nap. Throughout the course of the investigation, LPA toured the facility, observed staff provide care to children, reviewed documentation, and conducted interviews. LPA observed nap times, and interview and witness statements revealed that staff pat children's back to help them sleep, staff encourage children to sleep or rest, staff offer children quiet activities on their mats, and remind children to be respectful to those who want to sleep.

Witness and interview statements, LPA observation, and facility documentation failed to corroborate the allegation that staff handled child in a rough manner, and staff forced chid to nap. Although the alleged violations may have happened or are valid, the preponderance of evidence standard has not been met to fully prove or disprove that they did or did not occur, therefore, they are UNSUBSTANTIATED.

This report was reviewed with Director, and an exit interview was conducted. Appeal Rights were provided and a Notice of Site Visit (NOS) was provided to Director, who will post it for a period of 30 days for parental review.
