13 | Licensing Program Analyst Erwina Pascual-Golamco (LPA) met with Director, Danielle Law, to deliver findings. LPA toured the facility, including all activity and classroom spaces, restrooms, and outdoor play areas.
Throughout the course of the investigation, LPA toured the facility, observed staff provide care to children, and conducted interviews. LPA observed circle time, outdoor play, and transition times, interviews and witness statements revealed that staff have loud voices that may seem yelling, but is done to call children's attention during transitions. Staff stated children have schedules to go to the restroom and are also taken as needed when they ask to go. Clients and children did not express concerns regarding staff yelling and denying children access to restroom. LPA observation, staff, client, and children interviews failed to corroborate the allegation that staff yells at daycare children, and children denied access to restroom. Although the alleged violations may have happened or are valid, the preponderance of evidence standard has not been met to fully prove or disprove that they did or did not occur, therefore, they are UNSUBSTANTIATED.
This report was reviewed with Director, and an exit interview was conducted. Appeal Rights were provided and a Notice of Site Visit (NOS) was provided to Director, who will post it for a period of 30 days for parental review. |
