13 | Licensing Program Analyst Erwina Pascual-Golamco (LPA) and Licensing Program Manager Natalie Dunaway (LPM), met with Licensee Mercy Ishida, for purpose of closing a complaint investigation of the above allegation at the Sacramento Regional Office.
It was alleged that staff yell at the daycare children. Throughout the course of the investigation, LPA toured the facility, observed staff provide care to children, and conducted interviews. Staff interviews revealed that staff redirect children, and model "no thank you, I don't like that," when a challenging behavior arise, and only hear stern voices to get children's attention when they are doing something unsafe. Parent interviews revealed that children love their teachers, and they have not voiced concerns to them regarding staff.
LPA interviews, and observations failed to corroborate the allegation that staff yell at the daycare children. Although the alleged violation may have happened or are valid, the preponderance of evidence standard has not been met to fully prove or disprove that it did or did not occur, therefore, it is UNSUBSTANTIATED. |
