Application Specialist (AS) Seychelle De Luca and Licensing Program Analyst (LPA) Alize Tillery met with Applicants Francesca Winn and Isobel Whitbread-Cole for the purpose of an announced prelicensing tele-inspection (due to COVID-19). Applicants requests an infant license to serve 21 infant children from birth to age two years. The program will operate Monday through Friday from 8:30 AM to 5:30 PM.

Applicants acknowledge that the following documents must be posted at all times: License, Emergency Disaster Plan, Personal Rights, Parents' Rights Poster, car seat law, Effects of Lead Exposure brochure, menus, and daily schedule. AS discussed the forms that must be in each child's and each staff member's file. The facility will provide morning and afternoon snacks; and parents will provide lunches. Parents will provide food and milk for younger infants.

INDOOR ACTIVITY SPACE:
There are two infant classrooms: Acorns and Sprouts. AS and LPA observed a sufficient amount of equipment, toys, tables, cribs, napping mats, and cubbies. AS and LPA observed five cribs in the crib area of Acorns and 12 napping mats. The crib area is next to the activity area and is separated with a half-wall. There is a first aid kit in each classroom. AS and LPA observed cleaning disinfectants are appropriately stored and inaccessible to children. Applicants stated medications will be stored up high in the classrooms. Applicants stated there are no poisons or firearms on the premises. Applicants stated there will be labelled sippy cups available to all children. AS and LPAs observed a functional carbon monoxide detector. Applicants stated the facility will use an electronic sign-in/sign-out system.

Applicants measured the classroom; and AS walked them through the measuring process. The total classroom space contains a total of 735.09 square feet, which accommodates the request for 21 infant children. AS and LPA observed changing tables that are within arm's reach of a sink. The changing pad is at least one inch thick with raised sides that are at least three inches tall. There are five toilets and six sinks for the children, and a separate private restroom for the staff. Individual measurements are recorded on the Capacity Worksheet (LIC 9024). Children who become ill during the day will be isolated in the office and will use the staff restroom, if necessary.

OUTDOOR ACTIVITY SPACE:
There is one outdoor play area for infant children. Applicants submitted a waiver request for infants to share this space with preschool children using a rotating schedule. The play space is surrounded by a chain link and wooden fence that is at least four feet tall. AS and LPA observed a sufficient amount of equipment and toys. There are shaded areas supplied by trees. Applicants acknowledge staff must ensure children use age-appropriate equipment at all times. Applicants stated the climbing structure is anchored into the ground.

Applicants measured the outdoor space during the preschool's pre-licensing tele-inspection that was conducted on 2/25/2021. The outdoor play area contains a total of 5576 square feet, which accommodates Applicants' request for 21 infant children. Individual measurements are recorded on the Capacity Worksheet (LIC 9024).

The facility's Plan of Operation is located in the preschool file. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department.

AS discussed the following: 100% supervision is required at all times, including in the bathroom; personal rights; criminal record clearances; inspection authority; reporting requirements; staff to children ratios and capacity; staff qualifications; and maintaining buildings and grounds.

AS discussed with Applicants any changes that may occur regarding the directors or an employee acting in the director's absence must be reported to department within 10 working days.

This facility evaluation report was reviewed and discussed with Applicants. Applicants were encouraged to the visit the Department's website at WWW.CDSS.CA.GOV for information regarding child care updates, forms, regulations and legislation pertaining to child care centers.

This facility evaluation report was reviewed and discussed with Applicants. AS emailed a copy of the 809 to Applicants. Applicants understand they must reply that they received, read, and understands the report. AS provided LIC311A, Safe Sleep brochures, Effects of Lead Exposure brochure, and immunization card.
