On January 10, 2023 at approximately 9:45 AM, Licensing Program Analyst (LPA) Alize Tillery met with Licensee Dia Xiong for the purpose of an annual required 1 year inspection. The facility’s days and hours of operation are Monday - Friday from 5:30 AM to 7:30 PM. During today’s inspection, there were 6 day care children present in the home. All individuals subject to criminal background review have obtained a criminal record clearance. Licensee does not offer transportation services.

A health and safety evaluation was conducted in all areas accessible to children. Off limit areas consist of: the master bedroom and bathroom, bedroom #2, bedroom #3 and garage.

LPA observed a 2A10BC fire extinguisher, first aid kit and functioning smoke detector and carbon monoxide detector. There is a weapon in the home, appropriately stored in an off limit area. Toxic and hazardous items are inaccessible to children, and safe toys were observed. LPA discussed current COVID19 guidelines with Licensee.

LPA reviewed 6 children files; files was observed to be complete. LPA observed complete personnel files. LPA reviewed the Family Child Care Home Entrance checklist with Licensee. Required postings and the children’s roster was observed. Licensee has record of conducting fire drills at least every six months. Per record, last drill was conducted on 12/5/2022.

LPA observed Licensee’s CPR certificate which is current and expires in 10/2024. LPA observed Licensee’s current Mandated Reporter Training certificate which expires on 1/5/2025. LPA reminded Licensee the trainings are to be conducted every two years.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual – Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. To improve the quality and value of the new inspection process, a survey will be sent to the email address provided. Please complete the survey and share your inspection experience. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

During today’s inspection, no deficiencies were observed. Appeal Rights were provided. A notice of site visit was given, which must remain posted for 30 days. Exit interview was conducted and report was reviewed with the Licensee, Dia Xiong.
