On April 17, 2023 at 10:50 AM, Licensing Program Analyst (LPA) Tanya Washington met with Licensee, Yana Chernenko for an unannounced required 1 year annual inspection and to increase Licensee's capacity. LPA and Licensee toured areas of the home accessible to children in care. Off-limit areas include entire second floor and garage. Licensee acknowledged that children may never enter these off-limit areas. Licensee stated there are no new residents in the home since licensure. All Adult residents have criminal record clearances. Licensee stated she is open Monday- Friday, 24 hours. Licensee understands that she may not care for the same family over the 24 hour period.

On April 14, 2023, the Licensee was granted a fire clearance from Sacramento Metro Fire Department.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA observed current CPR/First Aid certificates for Licensee which expire 01/2025. LPA reviewed five children's files. Files inspected had all required information. LPA observed fire drills were conducted at least once every six months and documented. LPA observed a current children's roster.

Licensee advised LPA that she does not have any children enrolled under the age of two at this time. LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage athttps://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

LPA observed that there were no hazardous items accessible to children. Fireplace located in the living room is properly screened and Licensee stated it's never used when children are present. LPA observed that cleaning materials were inaccessible. Licensee stated there are no weapons in the home. Fire extinguisher, smoke detector and carbon monoxide detector meet regulation. Toys appear to be safe. The backyard is fenced. There is an in-ground pool located in the backyard, the pool is fully fenced with an iron rod fence which is at least five feet high. There are two gates which are self latching and self closing. The pool is currently non-operational and does not contain any water. Licensee understands that the pool gates must be closed and latched whenever day-care children are present.
Licensee is aware that the stairs leading to the second floor must be barricaded whenever children under the age of five are in care.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee is exempt from Mandated Reporter Training due to language barrier. She was advised that the class is available in Russian through Child Action or online at www.mandatedreporterca.com

LPA provided the Community Care Licensing website www.ccld.ca.gov, so the licensee can obtain updated licensing information, new regulations and access forms. LPA advised licensee of their responsibility to stay current regarding new regulations.

LPA advised licensee to sign up for the quarterly updates provided by the Childcare Advocates Program. LPA provided the link https://www.cdss.ca.gov/inforesources/Community-Care-Licensing/subscribe for the licensee to sign up for the updates.

No Title 22 Deficiencies observed in the areas that were evaluated. LPA reviewed report with the Licensee and provided copies. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the licensee Yana Chernenko.
