On 10/25/2021, at approximately 9:00 AM, Licensing Program Analyst (LPAs) Alize Tillery and Mai Lor met with Director Mallory Seifert for the purpose of an unannounced case management visit. Director requests to decrease their Preschool and Toddler Option license capacity from 40 to 31 children (11 preschool ages three years to entry into Kindergarten and 20 toddlers ages 18-36 months). The facility’s hours of operation are 7:00am to 6:00pm. LPA received the fire clearance on 10/11/2021. Upon arrival, there were 9 toddlers supervised by 2 staff members; and 5 preschools supervised by 1 staff member.

A health and safety inspection was conducted in all areas accessible to children. LPAs reminded Director to inform licensing prior to switching rooms for the different components in the facility. LPAs requested that Director submit a new facility sketch to match the current layout and update the room names. There are two preschool rooms. LPAs re-measured the Preschool Room (Beehive classroom) and the Toddler Room (Wildflower classroom). The two classrooms measure at 1079.278 square feet. This does not accommodate the requested capacity of 31 children. Individual measurements are recorded on the Capacity Worksheet (LIC 9024). LPAs observed sufficient amount of furniture, toys, and play equipment in the classrooms. Toxic and hazardous items are inaccessible to children. LPAs observed medications are inaccessible and stored appropriately. Facility uses a book for sign in and out. LPAs observed required positing at entrance of facility. There are 8 toilets, 2 potty chairs and 9 sinks available to children, and a separate private restroom for staff is available. Children who become ill during the day will be isolated in the office area and will use the staff restroom, if necessary.

There is one outdoor area on the property for preschool children. The outdoor play area is fenced with a wrought iron fence that is at least four feet tall. LPA observed a sufficient amount of equipment and toys. There are no bodies of water on the premises. The yard is separated into two sections with a wood fence, designating one side for the preschool and one side to be shared with infant and toddler. There are shaded areas supplied by trees and overhangs. Director stated that children bring their own drinking cups for water.

LPAs used measurements on file, previously measured on 6/8/2021. The total outdoor capacity space is 3835 square feet. The outdoor space will accommodate 30 children. There is a waiver on file allowing the facility to share the outdoor space with the Toddler and Infant children. Individual measurements are recorded on the Capacity Worksheet (LIC 9024).

LPAs discussed with the Director the importance of Children’s Personal Rights and encouraged Director to conduct staff training on Personal Rights. Director was encouraged to visit the Department website at WWW.CCLD.CA.GOV for trainings, child care updates, current forms, legislation and regulation information.

Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

A notice of site visit was given and must remain posted for 30 days, and in the areas observed no deficiencies were cited.

Exit interview conducted and report was reviewed with the licensee Director, Mallory Seifert.

PRIOR TO APPROVAL OF THE CAPACITY CHANGE THE FOLLOWING MUST BE COMPLETED:
1. Submit an Updated LIC 200A
2. Submit an updated Facility Sketch
3. Revised fire clearance
4. Pending Licensing Manager's Seychelle De Luca's final review.
