Licensing Program Analyst (LPA) Kelly Ferrara conducted a complaint follow up inspection to deliver findings and met with Interim Director Franklin Bay. LPA observed there were currently 38 children in care with six staff. During the investigation, LPA obtained relevant documentation, made observations, and interviewed Director and staff.

It was alleged the facility was operating out of ratio with unqualified staff supervising children. LPA observed transcripts for all staff and observed that each classroom had a qualified teacher. Based on attendance records and speaking to the Director, there was not enough evidence to support the classrooms were out of ratio. However it was not clear if there was a time during the day that it may have occurred. It was alleged that staff speaks inappropriately to daycare children. Director stated they were aware of a staff person with issues regarding tone and word choice. Director stated the staff person used the word “disgusting” to describe something in front of children but no inappropriate words were directed at the children.

It was alleged that the facility has pests. Director acknowledged there were issues outside, however they contacted a pest control service on multiple occasions, and it was taken care of immediately.

Based on the evidence obtained, LPA determined that the allegations are unsubstantiated, meaning that although the allegations may have happened or are valid, there is not a preponderance of evidence to prove it. Exit interview was conducted and a copy of this report was given to the Director. Notice of Site visit was provided which must remain posted for 30 days.
