At 12:15 p.m. on Thursday, July 21st, 2022, Licensing Program Analyst (LPA) Karyn Guerra met with Applicant, Courtney Williams, for the purpose of an announced prelicensing inspection. Applicant requests an infant license to serve 24 infants from 0-24 months. The program will operate Monday through Friday from 6:30 AM to 6:00 PM. A fire clearance was received on 6/3/2022.

Applicant acknowledges that the following documents must be posted at all times: License, Emergency Disaster Plan, Personal Rights, Parents' Rights Poster, car seat law, Effects of Lead Exposure brochure, menus, and daily schedule. LPA discussed the forms that must be in each child's and each staff member's file and provided form 311A. Parents will provide all food for infants who are not on solid foods. Facility will provide breakfast, Lunch, and morning and afternoon snacks for children who are on solids.

INDOOR ACTIVITY SPACE:
There are 2 infant classrooms. LPA observed a sufficient amount of tables, cubbies, toys, and equipment for the requested capacity. The napping area is located in the classroom for infants under 1 year, and is separated from the activity area by a half wall. The cribs have not yet been constructed. The moveable wall/partition used in the napping area did not measure at least 4 feet in height. There are first aid kits in the office, kitchen, and classroom areas. Applicant stated medications will be stored in a locked box in the office. Applicant stated there are no poisons or firearms on the premises. LPA observed water fountains indoors and outdoors. Applicant stated that water will be purchased for drinking purposes. LPA observed carbon monoxide detectors at the facility. Applicant stated the facility will use an online sign-in/sign-out system.

LPA will measure the classrooms in a follow up inspection. LPA observed a private restroom for facility staff. Applicant stated that potty chairs will be provided for potty training infants. Children who become ill during the day will be isolated in the office and will use the staff restroom, if necessary. LPA observed a changing table that is within arm's reach of a sink, however, a changing pad was not observed. Applicant understands that the changing pad shall be at least one inch thick and be wipeable.

OUTDOOR ACTIVITY SPACE:
The outdoor play area has chain link and wooden fencing that is sufficiently tall. LPA observed a portion of the wooden fencing in need of repair. LPA observed a sufficient amount of equipment and toys. Applicant is in progress with cleaning and setting up furnishings in outdoor space. Applicant has purchased additional wood chips to cushion beneath play structures. Wood chips will be raked to evenly spread. There are no bodies of water on the premises. Applicant is currently removing excess debris from the outdoor area. There are shaded areas supplied by awnings and trees. Applicant acknowledges staff must ensure children use age-appropriate equipment at all times.

LPA measured the outdoor space The outdoor play area contains a total of 2426.19 square feet, which accommodates Applicant's request for 30 infant children. Individual measurements are recorded on the Capacity Worksheet (LIC 9024).

Applicant understands that a Plan of Operation must be on file should IMS services be provided. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage athttps://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Applicant was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.



LPA discussed the following: 100% supervision is required at all times; personal rights; inspection authority; reporting requirements; staff to children ratios and capacity; staff qualifications; and maintaining buildings and grounds.
LPA discussed with Applicant any changes that may occur regarding the directors or an employee acting in the director's absence must be reported to department within 10 working days. LPA discussed lead testing of water requirements AB2370.

This facility evaluation report was reviewed and discussed with Applicant. Applicant was encouraged to the visit the Department's website at WWW.CDSS.CA.GOV for information regarding child care updates, forms, regulations and legislation pertaining to child care centers. LPA will follow up with an email providing LIC311A, Effects of Lead Exposure brochure, immunization card, and Infant Sleeping Plan (LIC 9227).

CONDITIONS REQUIRING CORRECTION PRIOR TO ISSUING A LICENSE:


1. Potty chairs will be supplied.
2. Set up of cribs in napping area.
3. Changing table shall have a pad that is at least 1 inch thick with wipeable surface.
4. Moveable walls/partitions shall be at least 4 feet high
5. Outdoor play space shall be free of debris and contain age appropriate materials.
6. Wood chip cushioning shall be filled beneath outdoor structures.
7. Wooden fencing shall be repaired.
8. Indoor space shall be free of hazards (shelving)
9. Floors shall be clean.
