Licensing Program Analyst (LPA) Karyn Guerra met with Applicant, Courtney Williams, for the purpose of an announced prelicensing inspection. Applicant requests a preschool license to serve 30 preschool children from age two to entry into first grade. The program will operate Monday through Friday from 6:30 AM to 6:00 PM. The fire clearance was granted on 6/3/2022.

Applicant acknowledges that the following documents must be posted at all times: License, Emergency Disaster Plan, Personal Rights, Parents' Rights Poster, car seat law, Effects of Lead Exposure brochure, menus, and daily schedule. LPA discussed the forms that must be in each child's and each staff member's file. The facility will provide breakfast, AM Snack, lunch, and PM snack.

Applicant was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

INDOOR ACTIVITY SPACE:
There are two preschool classrooms. LPA observed a sufficient amount of equipment, toys, tables, chairs, and cots. Applicant is currently in progress of classroom set up. There are first aid kit supplies and trash cans with lids. LPA observed cleaning disinfectants stored in the kitchen and office areas. Applicant stated medications will be stored in the office in a locked box. Applicant stated there are no poisons or firearms on the premises. Drinking water will be available to children via purchased bottled water. There are also drinking fountains indoors and outdoors. LPA observed a functional carbon monoxide detector. Applicant stated the facility will use an electronic sign-in/sign-out system.

LPA will measure the classrooms in a follow up inspection. LPA observed 5 toilets and 5 sinks for the children, and a separate private restroom for the staff. Children who become ill during the day will be isolated in the office and will use the staff restroom, if necessary.

OUTDOOR ACTIVITY SPACE:
There are two outdoor play spaces for preschool children The outdoor play area has chain link and wooden fencing that is sufficiently tall. LPA observed a sufficient amount of equipment and toys. Applicant is in progress with cleaning and setting up furnishings in outdoor space. Applicant has purchased additional wood chips to cushion beneath play structures. Wood chips will be raked to evenly spread. There are no bodies of water on the premises. Applicant is currently removing excess debris from the outdoor area. There are shaded areas supplied by a large permanent canopy structure and trees. Applicant acknowledges staff must ensure children use age-appropriate equipment at all times.

LPA measured the outdoor space. The outdoor play area contains a total of 9995.54 square feet, which accommodates Applicant's request for 30 preschool children. Individual measurements are recorded on the Capacity Worksheet (LIC 9024).

Applicant understands that a Plan of Operation must be on file should IMS services be provided. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department.

LPA discussed the following: 100% supervision is required at all times, including in the bathroom; personal rights; criminal record clearances, inspection authority; reporting requirements; staff to children ratios and capacity; staff qualifications; and maintaining buildings and grounds. LPA discussed with Applicant any changes that may occur regarding the directors or an employee acting in the director's absence must be reported to department within 10 working days. LPA discussed requirement for lead testing of water AB2370.

This facility evaluation report was reviewed and discussed with Applicant. Applicant was encouraged to the visit the Department's website at WWW.CDSS.CA.GOV for information regarding child care updates, forms, regulations and legislation pertaining to child care centers. LPA will follow up with an email providing LIC311A, Effects of Lead Exposure brochure, and immunization card.


CONDITIONS REQUIRING CORRECTION PRIOR TO ISSUING A LICENSE:
1. Classroom furnishings will be completed and classrooms shall be free of hazards.
2. Cubby space shall be free of stored materials preventing access.
3. Outdoor play space shall be free of debris and shall contain age appropriate materials.
4. Wood chip cushioning shall be filled beneath outdoor structures.
5. Outdoor materials shall be cleaned.
6. Toilets shall be repaired and cleaned.
