Licensing Program Analyst Erwina Pascual-Golamco (LPA) met with Director, Emily Bell, to deliver findings. LPA toured the facility, including all activity and classroom spaces, and outdoor play areas. Census included 41 preschool children being supervised by 10 classroom staff. Director was reminded never to exceed the conditions, limitations, and capacity specified on the license. Facility hours of operation are Monday through Friday from 7:30 AM to 5:30 PM.
It was alleged that staff handled daycare children in a rough manner. Throughout the course of the investigation, LPA toured the facility, observed staff provide care to children, reviewed documentation, and conducted interviews. LPA's interviews, witness statements, and documentation revealed that staff redirect children when challenging behavior arises, staff ask children to show "gentle hands," staff call or text parents/guardians as necessary, parents/guardians are given incident reports, and staff set up meetings with parent/guardians and follow through on Plan of Action. Witness and interview statements, LPA observation, and facility documentation failed to corroborate the allegation that staff handled daycare children in a rough manner. Although the alleged violation may have happened or are valid, the preponderance of evidence standard has not been met to fully prove or disprove that it did or did not occur, therefore, it is UNSUBSTANTIATED.
This report was reviewed with Director, and an exit interview was conducted. Appeal Rights were provided and a Notice of Site Visit (NOS) was provided to Director, who will post it for a period of 30 days for parental review.
