Licensing Program Analyst Erwina Pascual-Golamco (LPA) met with Director, Emily Bell, to deliver findings. LPA toured the facility, including all activity and classroom spaces, and outdoor play areas. Director was reminded never to exceed the conditions, limitations, and capacity specified on the license.

It was alleged that staff inappropriately handled child, and child was injured while in care. Throughout the course of the investigation, LPA toured the facility, observed staff provide care to children, reviewed documentation, and conducted interviews. LPA interviews reveal that staff would redirect and put a guiding hand on children's back to a quiet or calm corner as needed or when a challenging behavior arise, and they are offered books, puzzles, or soft toys as choices, then staff will talk it out with children when they are ready. Client interviews revealed that staff have been open to communication and parents/guardians are informed of injuries and incidents, although some have concerns regarding conciseness of the reports.

Interview statements, LPA observation, and facility documentation failed to corroborate the allegation that staff inappropriately handled child, and child was injured while in care. Although the alleged violation may have happened or are valid, the preponderance of evidence standard has not been met to fully prove or disprove that it did or did not occur, therefore, it is UNSUBSTANTIATED.

This report was reviewed with Director, and an exit interview was conducted. Appeal Rights were provided and a Notice of Site Visit (NOS) was provided to Director, who will post it for a period of 30 days for parental review.
