On Thursday, May 4, 2023, Licensing Program Analyst (LPA) Amanda Sutter met with Licensees, Fazil and Rana Fazli, for the purpose of an unannounced annual inspection. Upon arrival, licensee stated that there are no child in care. All individuals subject to criminal background review have obtained a criminal record clearance. hours of operation are Monday through Friday from 6:00 AM to 6:00 PM.

A health and safety evaluation was conducted in all areas accessible to children. Off-limit areas include: entire upstairs and garage. Licensees acknowledged that children may never enter these off-limit areas. LPA observed that the facility is clean, safe, sanitary, and in good repair. LPA observed a functioning smoke detector, carbon monoxide detector, and a full 2A10BC fire extinguisher. The facility has adequate toys that appear to be safe for children to use. The licensee stated there are no weapons or poisons in the home. LPA observed a fireplace and stairs to be barricaded according to regulation. The backyard is fenced.

No children have been enrolled since the facility has opened. Licensee’s CPR/First Aid card expires 8/28/2023 and 03/26/2024. Licensees were encouraged to take the mandated reporter training, but are exempt due to language barrier. Licensees understand that trainings must be completed every two years.

LPA verified that the annual fees are current. LPAs provided the Child Care Advocates Program email address: childcareadvocatesprogram@dss.ca.gov, so the licensees can request to be added to the distribution list to receive Quarterly Updates.

LPA discussed the safe sleep regulations with licensees and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Service (IMS) policy was discussed. For IMS information see Evaluator Manual – Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensees were reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

A notice of site visit was given and must remain posted for 30 days. Based on the inspection, no citations have been issued. Exit interview conducted and report was reviewed with the licensees Fazil and Rana Fazli. Appeal Rights were provided.
