Licensing Program Analyst (LPA) Kelly Ferrara met with Applicant Megan Covey for the purpose of an announced pre-licensing inspection. Applicant request a preschool license to serve 24 preschool children from age two to five and 6 toddlers ages 18-36 months under the toddler option program. Total requested capacity is 30 children. The program will operate Monday through Friday from 7:30 AM to 5:30 PM. The fire clearance was granted on July 6th 2022.

LPA reviewed with applicant the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted. Applicant acknowledges that the following documents must be posted at all times: License, Emergency Disaster Plan, Personal Rights, Parents' Rights Poster, Effects of Lead Exposure, car seat poster, and daily schedule. Applicant stated the parents will provide snack and lunches for the children, however the facility has back up snack and lunch items.

INDOOR ACTIVITY SPACE:


There are four classrooms: Classroom #1 (ages 3-4), classroom #2 (age 3), classroom #3 (ages 2-3), and classroom #4 (Toddler Option). LPA observed sufficient amount of age-appropriate equipment, toys, tables, and cubbies. There is a first aid kit in the kitchen and an area to store medications. Applicant stated there are no firearms or weapon on the premises and LPA did not observe any bodies of water. Applicant stated indoor and outdoor drinking water will be available by using individual water bottles that the children bring and will be refilled by bottled water. Applicant stated water will not be used to prepare food. LPA observed a functioning smoke and carbon monoxide detector. LPA observed a binder where children will be signed in and out of the facility.

LPA used previous measurements taken on November 19th, 2009 from the former facility. There was one room measured for the preschool toddler option program. The room contains a total of 330 square feet which will accommodate the applicant's request for 6 toddlers. Three rooms were also measured for the preschoolers. The rooms contain a total of 892 square feet which will accommodate the applicant's request for 24 preschoolers. There are a total of three toilets and three sinks available for children to use in the facility. Applicant has a diaper changing pad and potty training toilet for the toddler option children. There is a separate private restroom for the staff. Children who become ill during the day will be isolated in the kitchen area and will use the staff restroom, if necessary.

OUTDOOR ACTIVITY SPACE:
There is an outdoor activity space for preschool and a separate space for Toddler Option children. Each outdoor play area is surrounded by a fence that is at least four feet tall. The preschool playground has a play structure that is anchored to the ground with enough bark to absorb a fall. LPA observed sufficient amount of age appropriate equipment and toys. LPA observed the preschool play structure is meant for children age three and above, and therefore applicant was advised the two year olds cannot use it. There are shaded areas supplied by trees and overhangs. Applicant stated she is purchasing additional sun sails for the Toddler Option play area. LPA used outdoor measurements taken on November 19th, 2009. The preschool playground contained a total of 3962 square feet, sufficient outdoor activity space to support the requested preschool capacity. The toddler yard contained 1031 square feet, which will support the requested Toddler capacity.

LPA discussed the following: 100% supervision is required at all times; personal rights; inspection authority; reporting requirements; staff to children ratios and capacity; staff qualifications; and maintaining buildings and grounds. LPA discussed with Applicant any changes that may occur regarding the director or an employee acting in the director's absence must be reported to department within 10 working days.

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see PIN 22-02-CCP. A Plan of Operation that includes IMS must be submitted to the Department. Applicant was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
