13 | On Wednesday, May 6, 2026, Licensing Program Analysts (LPA) Lea Habtom met with Licensee, Khalida Nazrabi, to close a complaint investigation for the above allegation. Upon arrival, LPA observed 3 children consisting of 1 infant, 1 preschool and 1 school age child being supervised by the licensee and her spouse. The school age child is licensee's own child. There were no other adults present in the home during the inspection. All staff present today have fingerprint clearances and associations.
The investigation was conducted by the Department’s Investigation Branch. It was alleged that a minor in the home sexually abused a day care child. During the course of the investigation, Investigator Hammond concluded that based on the limited information the allegation is determined to be UNSUBSTANTIATED. Although it may or may have not happened, there is not a preponderance of evidence to prove that the alleged violation occurred.
Notice of site visit provided to be posted for 30 days. No Title 22 regulations were cited during today's visit. This report was reviewed with licensee, Khalida Nazrabi. Appeal rights provided.
