Licensing Program Analyst (LPA) Kyrsten Williams met with director, Katherin Wright for an unannounced annual inspection of this facility. Census included zero children in care. Director stated the school-age children will arrive after 2:30pm. Licensee was reminded never to exceed the conditions, limitations and capacity specified on the license. Facility hours of operation are 7:00 AM to 6:00 PM, Monday to Friday.

LPA conducted a health and safety inspection of the facility, including all activity and classroom spaces, restrooms, food service area, and outdoor play area. LPA observed the following documents are posted where visible to parents: License, Emergency Disaster Plan, Earthquake Preparedness Checklist, Personal Rights, Parents' Rights Poster, car seat laws, menus, daily schedule, waivers, and lead testing results. Classrooms all appeared clean, including the carpets and floor. The facility floor is in good repair and free of any hazards. The facility has age-appropriate furniture. The furniture is steady and in good repair. The play yard is free of hazards. All playground equipment and surfaces were inspected and are in good condition, with enough resilient material under climbing structures to absorb a fall. There are shaded areas for the children provided by the building and trees. All toilets, hand washing facilities are in working condition with proper sanitation in place. Bins for solid waste have tight fitting lids. The facility provides breakfast, lunch, and afternoon snack. Uncontaminated drinking water was readily available to children both indoors and outdoors. All the cleaning solutions, poisons and other chemicals that are dangerous to the children are stored inaccessible to the children. There are no poisons on the premises. LPAs observed a functioning smoke detector, carbon monoxide detector, fire extinguisher, and first aid equipment. There is a working telephone at the site. There are no pools, spas or other bodies of water at the facility. There are no firearms or weapons on the premises. Director informed LPA the facility will be installing new playground structures. LPA advised director to inform licensing once construction is complete and LPA will need to inspect new playground structures prior to children being allowed on them.

LPA reviewed Records to Be Maintained at The Facility, for child's records, personnel records, and administrative records. Children’s and staffs' files were reviewed. Each child's file had the required licensing documentation including emergency card, consent for emergency medical treatment, admission agreement, notification of children’s and parent’s rights, health history, physician’s report, and immunization records. LPA observed staff files contain all the required documentation including Health Screening, Staff Immunization Records, Employee Rights, Child Abuse Acknowledgment Statement, and documentation of the educational background, training, and/or experience. LPA reviewed staff transcripts and observed all staff caring for children were qualified. Multiple staff have a current Pediatric CPR/First Aid certification. Staff all have current Mandated Reporter certificates. LPA observed a current children's roster and a fire drill log. LPA observed that parents are signing their children in and out of the facility via electronic app.

All individuals subject to criminal background review have obtained criminal record clearance. Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. The director was informed of the www.MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

LPA discussed the safe sleep regulations with director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records.
