On October 23, 2024 at approximately 11:00 AM Licensing Program Analyst (LPA) Josiah Gathing met with Director Nicole Moran-Estrada for the purpose of an unannounced complaint investigation to deliver findings for the above allegations. It was alleged that a staff member spanked day care child in care and a staff member speaks inappropriately to and in the presence of day care child(ren) in care. Throughout the investigation, LPA reviewed files, made observations, and conducted interviews. Throughout the course of the investigation, LPA did not observe staff speaking inappropriately or using corporal punishment. Staff, parent, and child interviews revealed that discipline typically involves timeout and potentially contacting parents for pickup.
Based on observation and interview, the alleged violations were found to be unsubstantiated. Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegations are Unsubstantiated.
