Centralized Application Bureau (CAB) Licensing Program Analyst (LPA) Alecia Sifuentes and CAB LPA Arianna Manabat met with Applicant SADISHKUMAR, KOTHAI for the purpose of an announced pre-licensing and change of capacity inspection. Licensee requests a change of capacity for the current preschool component (343625085) to serve 78 preschool children from age two years to entry into kindergarten and add an infant component to serve 5 children ages 0-24 months. The fire clearance (STD850) is pending. LPAs informed Licensee that the facility will be converted to a single child care center license under facility number 343625408, therefore LPA Manabat will be closing the current preschool facility number 343625085.

LPAs observed a census of 42 preschool children with 12 teachers. The program operates Monday through Friday from 7:00 a.m. to 5:30 p.m for infants and 6:30 a.m to 6:00pm for preschool. The facility provides meals, am and pm snack, and lunch. LPA reviewed with Licensee the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

INDOOR ACTIVITY SPACE:
There are six preschool classrooms (Rooms 1,2,3,4,5 and 6) and one infant classroom (Room 7). LPA observed a sufficient amount of equipment, toys, tables, chairs, and cubbies. There is a first aid kit located in each of the classrooms. Medications will be stored in the office. LPA observed cleaning disinfectants are appropriately stored in the teachers restroom and inaccessible to children. Licensee stated there are no poisons or firearms on the premises or bodies of water. Licensee stated staff use water cups and water fountains indoor. LPA observed a functional carbon monoxide detector in kitchen. LPA observed an electronic sign-in/sign-out system.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. LPA discussed the following: 100% supervision is required at all times, including in the bathroom; personal rights; inspection authority; reporting requirements; staff to children ratios and capacity; staff qualifications; and maintaining buildings and grounds. LPA discussed with Licensee any changes that may occur regarding the director or an employee acting in the director's absence must be reported to department within 10 working days.

Licensee was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

Licensee was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

LPA used current classrooms measurements for rooms 1,2,3, and 4 from preschool facility report dated 07/26/2023 (343625085), therefore LPA did not take measurements. During today's visit, LPAs measured rooms 5 and 6, used for the preschool classroom, and room 7, used for the infant room. The total preschool classroom space contains a total of 2,827 square feet and the total infant classroom space contains a total of 624 square feet, which will accommodate Licensee’s request for 78 preschool children and 5 infant children. Room 1: 1 sink

Room 3: 1 sink
Room 4: 2 sinks 1 toilet
Room 5: no sinks
Room 6: 6 sinks 4 toilets
Room 7: 1 sink

There is a separate private restroom for the staff located in Room 1. Children who become ill during the day will be isolated in the office area and will use the room 6 restroom, if necessary.

OUTDOOR ACTIVITY SPACE:
There are one preschool yard and one infant yard on the property. The outdoor play areas are fenced with a chain link fence that is at least four feet tall. LPA observed a sufficient amount of equipment and toys. LPA observed a play structure anchored to the ground and a separate swing set. LPA did not observe a safety label. Applicant was advised to follow manufacturer guidelines. There are no bodies of water on the premises. There are shaded areas supplied by trees and overhangs.

LPA measured a total of 6,333 square feet for the preschool yard and 2136 for the infant yard, which will accommodate 78 preschoolers and 5 infants respectively.

LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/
safe-sleep as an additional resource. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
