On 07/29/2023, Centralized Application Bureau (CAB) Licensing Program Analyst (LPA) Arianna Manabat met with the Licensee Representative Jessica Dawson-Brown for the purpose of an announced pre-licensing inspection. The Applicant requests the following components for their program: An infant component which will serve 48 infant children ages 0-24 months, a preschool component which will serve 96 children ages 2 years to entry into kindergarten, and a school-age component which will serve 14 children ages enrolled into kindergarten to 12 years of age.

The program will operate 7:00 AM - 6:00 PM Monday through Friday. The fire clearance was granted on 07/15/2024 by the Sacramento City Fire District. During this visit, LPA Manabat and the applicant reviewed the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted. Applicant acknowledges that the following documents must be posted at all times: License, Emergency Disaster Plan, Personal Rights, Parents' Rights Poster, Effects of Lead Exposure, car seat poster, Menus, and Daily schedule. Applicant stated that the facility does provide AM and PM snack and that lunch will be provided via the children's families.

INDOOR ACTIVITY SPACE:
During the inspection, LPA Manabat observed 3 rooms for the infants (rooms CC221, CC222, and CC230), 4 rooms for the preschool children (rooms CC241, CC242, CC261, CC262), and one room for the school-aged component (CC251). LPA Manabat observed a sufficient amount of age-appropriate equipment, toys, tables, and cubbies. There is a first aid kit located in each classroom. The Facility Representative stated that the medications are stored in the Director Office. Applicant stated there are no firearms or bodies of water on the premises. Indoor and outdoor drinking water will be provided via water bottles,cups, and a drinking fountain. LPA Manabat observed and tested the carbon monoxide detector within the facility. According to the Facility Representative, the sign-in/sign-out system is conducted through an electronic app that is accessible to families via a mobile device. During today's visit, LPA Manabat measured all classrooms intended for program use. LPA Manabat measured a total of: 1,695.97 square feet for the infant classroom, 3,508.00 total square feet for the preschool classrooms, and 695.96 square feet for the school-age classrooms. These measurements indicate that there is enough space to accommodate for the 48 infants, 96 preschoolers, and 14 school-aged children respectively.

In the infant rooms there are a total of 7 sinks and 4 changing tables; all changing tables are within arms reach of a sink. In room CC230 there are currently 16 cribs. In the preschool rooms there is a total of 7 toilets and 10 sinks available. Finally, in the school-aged room there is a total 1 toilet and 1 sink available for children to use in the facility. The school-age restroom is located in the hallway adjacent to room CC251. For all components, the number of toilets and sinks will accommodate the facility's requested capacity. There are two private restrooms for the staff located across from the infant rooms. It was stated that any child(ren) who become ill during the day will be isolated in the Isolation room that is located adjacent to the front office. These children will utilize staff restrooms. Individual measurements are recorded on the Capacity Worksheet (LIC 9024).

OUTDOOR ACTIVITY SPACE:
During today's visit, LPA Manabat observed a total of two outdoor yards on site separated by chain-linked fencing that is at least 4ft tall. The infant component will utilize the smaller yard. The preschool and school-age programs will utilize the larger area of the yard. The Facility Representative understands that there will need to be an approved outdoor waiver on file for shared playground space between the preschool and school-age components.

The entire outdoor play area is located in the middle section of the facility and is surrounded by glass walls that are at least four feet tall. For the preschool and school-age program, LPA Manabat observed trees and canopies that can be utilized for shade. The preschool and school-age playground contains soft floor mats for cushioning under two structures that are present. Additionally, LPA Manabat noted that there is a balance beam constructed from wood with woodchips underneath to cushion a fall. Finally, there is a water feature that is activated via a large pump that children are able to access.

For the infant yard, the ground is softened by built in absorbent mats and shade is provided via overhangs and sides of the building. Due to the nature and construction of the outdoor play yard, shade is largely available throughout the majority of the day as the sides of the buildings are tall enough to block the sunlight. The Facility Representative and LPA Manabat discussed that the sun is only directly over the outdoor play area during an hour or two of the day which is when lunch and naptime is scheduled. LPA Manabat observed a sufficient amount of age appropriate equipment and toys for all outdoor play areas.

LPA measured a total of 1,121.44 square feet in the infant yard and 8,292.56 square feet in the preschool/ school-age yard. The measurement for the infant yard indicates that it will not accommodate Applicant's request for 48 infants and that the Applicant will need to submit an insufficient outdoor waiver for review and approval. The preschool and school-age yard will accommodate 96 preschoolers and 14 school-aged children respectively.

LPAs discussed the following: 100% supervision is required at all times; personal rights; inspection authority; reporting requirements; staff to children ratios and capacity; staff qualifications; and maintaining buildings and grounds. LPAs discussed with Applicant any changes that may occur regarding the Director or an employee acting in the Director's absence must be reported to department within 10 working days.

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see PIN 22-02-CCP. A Plan of Operation that includes IMS must be submitted to the Department. Facility Representatives was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
