25 | On Tuesday, July 3, 2024, at approximately 11:30 AM, Licensing Program Analyst (LPA) Josiah Gathing met with Applicant Violeta Moiseenco for the purpose of an announced pre-licensing inspection. Applicant’s first language is Russian and assistant provided interpretation. Applicant plans to operate Monday – Friday 6:00 AM to 11:00 PM. All persons subject to criminal record background review have been cleared.
A health and safety inspection was conducted inside and outside the home. The single-story home has two bedrooms, one bathroom, a living room, a kitchen, and a back yard. Off-limits areas: There are no off-limits areas in the home.
LPA observed a functioning smoke detector, carbon monoxide detector, 2A10BC fire extinguisher, and first aid kit in the home. LPA observed a pull alarm in the facility and received clearance from the fire department for large capacity on June 27, 2024. Per applicant, there are no weapons or poisons in the home.
Applicant completed the required Preventative Health and Safety course with the Lead Poisoning Prevention training on June 24, 2024. Applicant’s EMSA certified CPR and First Aid Certificate expires March 1, 2026. Applicant’s Mandated Reporter certificate will expire June 21, 2026.
Applicant was encouraged to maintain supervision at all times in unfenced areas. Type A/B citations and Immediate Civil Penalty regulation deficiencies were reviewed.
Applicant was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.
