25 | On Wednesday, September 25, 2024, at approximately 11:15 AM, Licensing Program Analyst (LPA) Josiah Gathing met with Applicant Tetiana Troian for the purpose of an announced pre-licensing inspection. Applicant plans to operate Monday – Friday 6:00 AM to 11:00 PM. All persons subject to criminal record background review have been cleared.
A health and safety inspection was conducted inside and outside the home. The single-story home has five bedrooms, three bathrooms, a living room, a kitchen, a laundry room, a garage, and a back yard with shed. Off-limits areas: Bedrooms #3, #4, Master bed/bath, laundry room, garage, and shed.
LPA observed a functioning smoke detector, carbon monoxide detector, 2A10BC fire extinguisher, and first aid kit in the home. The home was granted a fire clearance for a large capacity on September 20, 2024. Per applicant, there are no weapons or poisons in the home.
Applicant completed the required Preventative Health and Safety course with the Lead Poisoning Prevention training on October 2, 2023. Applicant’s EMSA certified CPR and First Aid Certificate expires April 24, 2026. Applicant’s Mandated Reporter Certificate expires April 21, 2026.
Applicant was encouraged to maintain supervision at all times in unfenced areas. Type A/B citations and Immediate Civil Penalty regulation deficiencies were reviewed.
Applicant was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.
