25 | On 10/29/2024, Licensing Program Analyst (LPA) Jennie Tedlos met with Licensee Peixian Guan for the purpose an Increase of Capacity inspection. LPA observed 5 children supervised by the Licensee. Licensee stated there are no new residents in the home since licensure. All Adult residents have criminal record clearances. LPA and Licensee toured the home. Off-limit areas include the upstairs, downstairs bedroom #2, the kitchen, and the garage. Licensee acknowledged that children may never enter these off-limit areas.
Licensee requested an increase in capacity from 8 to 14 children. Fire clearance has been approved by the Elk Grove Fire Prevention Department on 10/23/24. The Department received the Fire Safety Inspection Clearance, and the home has been cleared for up to 14 children. Large family childcare home capacity limitations were reviewed during today's inspection.
LPA observed cleaning supplies properly stored out of reach of children. LPA observed medications out of reach of children. Licensee stated there are no weapons in the home. Fire extinguisher (2A10BC), smoke detector, and carbon monoxide meet Title 22 regulation. Toys appear to be clean and safe. The backyard is fenced. Licensee understands that prior to making alterations or additions to the home or grounds, the licensee shall notify the Department of the proposed changes.
Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
