On 09/04/24 Licensing Program Analysts (LPAs) Janette Cruz and Harsimran Kaur met with Applicant representative, Sandra Schwehr. The purpose of the visit was an announced pre-licensing inspection at the facility to ensure that health, safety and personal rights as required by Title 22 and Health and Safety Regulations governing California Child Care Centers will be met. There were no children present during this inspection. This is an application for 24 children, ages 2 years old to entry to 1st grade. The child care center will operate Monday – Friday 7:30 am - 4:00 pm. The Hollister Fire Department approved the fire clearance on 07/31/2024. The preschool program is sharing the building space with private school Little Tree Community - A Wildlflower Montessori Elementary program.

LPAs toured and measured the on-limits areas and classrooms located at the facility.

Classroom measurements are:

The Indoor total measurements contain a total of 912.60 square feet, which will accommodate Applicant’s request for 24 children.

Outdoor Play measurements are:

Outdoor total measurements contain a total of 4549.65 square feet, which will accommodate Applicant’s request for 24 children.

Indoor/Children’s Area:

The facility was observed to be clean, safe, sanitary and in good repair to ensure the safety and well-being of children, employees and visitors. A comfortable temperature for children shall be maintained at all times. Furniture and equipment were observed to be maintained in good condition, free of sharp, loose or pointed parts. There are 27 chairs, 6 tables, 27 cubbies, 20 cots, 2 toilets, and 2 sinks for the preschool program. There are age-appropriate fixture and equipment available for children during today’s inspection. The Applicant shall ensure that each child has an individual permanent or portable storage space for his/her clothing, personal belongings and/or bedding. Off limit areas to children indoors: staff work room. There is fully charged fire extinguisher, smoke detector, and carbon monoxide detector.

The Applicant shall take measures to keep the center free of flies, other insects, and rodents. All containers used for storage of solid wastes, including moveable bins, shall have a tight fitting cover that is kept on. LPAs observed no fireplace or open face heaters.

Disinfectants and cleaning solutions are located in high cabinets inaccessible to children. Storage areas for poisons shall be locked. LPAs advised that Applicant maintains first-aid supplies in a location accessible to staff but inaccessible to children. The isolation area shall be located in the staff work room to afford easy supervision of children by center staff. The isolation area shall be equipped with a mat, cot, couch or bed for each ill child. The Applicant shall be responsible for ensuring that children with obvious symptoms of illness including, but not limited to, fever or vomiting, are not accepted. LPAs observed a separate storage room not included as children's activity space.

Applicant was reminded that all child care centers shall have working telephone service on the premises.

LPAs advised that smoking is prohibited on the premises of a child care center as specified in Health and Safety Code Section 1596.795(b). All toilets, hand washing and bathing facilities shall be maintained in safe and sanitary operating condition. LPAs observed cold water available. Hand washing fixtures shall not be required to deliver hot water. A separate staff bathroom is available that can be used as isolation area for a sick children to use bathroom. Medications shall be kept in a safe place inaccessible to children. A refrigerator shall be used to store any medication that requires refrigeration.



All food shall be safe and of the quality and in the quantity necessary to meet the needs of the children. Lunch and snack will be provided by the parents. Drinking water is available via drinking water dispensers delivered to the facility. Food-preparation and storage areas was observed to be clean and free of litter and rubbish; and measures shall be taken to keep all such areas free of rodents and other vermin.

LPAs observed outdoor area is enclosed by a fence at least four feet high to protect children and to keep them in the outdoor activity area. Shade was provided by trees and canopy. LPAs did not observe any high climbing playground equipment for the children available outdoors. LPAs observed no bodies of water.

The following items were discussed:
Drinking water from a non-contaminating fixture or container shall be readily available both indoors and in the outdoor activity area. LPAs advised per Health and Safety Code 1597.16(a)(1) Lead Testing and PIN-21-21-CCP Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010 to test their drinking water for lead contamination between January 1, 2020 and January 1, 2023, and then every 5 years after the date of the first test.

Per Written Directive 100700(c)(1) Written Directives for Lead Testing (1) For a license issued on or after July 1, 2022, initial testing results shall be received and posted within 180 days of licensure.


Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

LPAs discussed the safe sleep regulations with Applicant and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPAs also informed Applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see PIN 22-02-CCP. A Plan of Operation that includes IMS must be submitted to the Department. LPAs reviewed with Applicant the LIC 311A, Records to Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

Applicant was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

2 Proof of removal of hazards on the ground (protruding sharp wood, nails, dry grass) located in outdoor yard

An exit interview was conducted with the above items discussed and a copy of appeal rights and this report was provided to the Applicant Representative: Sandra Schwehr. Final license determination will be made upon review by the Licensing Program Manager and correction of the above issues.
