25 | On August 08, 2023, Licensing Program Analyst (LPA) Annelise Villa conducted an unannounced case management inspection. LPA Villa met with facility Director Donna Cintron-Pardus. The purpose of today's inspection was to conduct a case management inspection, and to notify the facility there has been a lead exceedance referred for an Action Level Exceedance (ALE) of over 5.5 parts per billion (ppb) in the water at the facility.
LPA Villa disclosed the purpose of the inspection and was granted entry. LPA toured the facility and observed the water fountain areas according to the facility sketch. Upon arrival, LPA observed 12 children and 3 staff members providing care and supervision.
Palmdale Regional Office received notification of water lead exceedance at the facility resulting from a water lead sampling test. On 11/3/2022, the facility's water was tested and found to have 2 outdoor drinking fountains (tested sites D and E) with levels at 10.000 ppb. On 3/14/2023, the facility's water was retested after corrections were made and tested under 5.5 ppb.
During the tour of the facility, LPA observed outlets D and E. Per Director, the outdoor water drinking fountains were never utilized by staff or children for drinking, hand washing, or food preparation of any kind. Children bring their own water bottles from home and the facility provides water for children to use. The water source for the refillable water was tested and no corrections were necessary.
Based on interviews and observations, outlets D and E were not utilized by children prior to testing and children were not utilizing the fountains until after corrections were made. Therefore citations were not issued.
A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the facility representative Donna Cintron-Pardus. |
