Licensing Program Analyst (LPA) Babatunde Ibitoye met with the facility Lead Teacher Jonilda Barajas, for the purpose of conducting a Required 1 year Annual Inspection for the Preschool. A tour of the facility was conducted. Upon arrival LPA observed two classrooms (Barajas and Hand) with a total of 21 preschool children and 3 staff. The center operates Monday through Friday 8:30 AM - 11:30 AM and 12:30 PM to 3:30 PM.

DOCUMENTATION INSPECTION:
With Lead Teacher present, LPA reviewed records to verified accuracy:

1. Sampling of children's records (See LIC 857)
2. Sign In and Out sheets were inspected.
3. Emergency contact information observed
4. Parent board observed
5. Staff personnel files reviewed for educational and certification.(See LIC 859 )
6. Pediatric CPR and First Aid training for lead staff (Expires: 08-11-2024)
7. Mandated Reporter Training Lead Teacher (Completed: 09-15-2022)
8. Emergency Contact and Fire Drills were current and up to date

Furniture and equipment were inspected for age appropriateness and good repair. All rooms are clean and safe. Telephone service was verified. Heating, lighting, and ventilation are adequate. There are labeled cubbies for children's belongings. LPA observed age appropriate toys and materials. Drinking water is available inside the classrooms in the form of water fountains. Due to the hours of operation children do not nap. There is a fire extinguisher, smoke detector and a carbon monoxide detector on the premises. There are First Aid Kits available.
LPA inspected and observed four clean bathrooms, two in Barajas and 2 in Hand, each bathroom has one toilet. Sinks are outside of the bathroom. Toilets and sinks are functioning properly and are age appropriate. LPA observed soap, toilet paper and paper towels readily available.
Snacks are stored in the Ice Chest and refrigerator put area between Barajas Class and Hand Class. The district Cafeteria provides the snacks. Allergy lists are posted on the snack cabinets . The chemicals are kept separate from the food.

Outdoor play equipment was inspected for health, safety, wood chips material, good repair and age appropriateness. The play area has concrete . The area was observed to be free of debris or other hazards. There are no accessible bodies of water near the play area. There is an area for shade and rest. Water fountains are available for drinking water. There are anchored large and small jungle gyms.

Wellness Policy: Children are inspected for illnesses as they arrive. There is a separate area for isolation for ill children near the teachers desk .

Teacher child ratios were observed and staff name recorded. Care and supervision was evaluated to determine if the basic needs of children are met and appropriate.

Sign in and out sheets were reviewed. The parent board was reviewed and has all of the required forms posted. Snack Menu is posted. Fire/earthquake drills current. Roster current.
Lead Teacher was advised of the requirement to report unusual incidents and/or injuries to the parent/guardian and Licensing within the time frame specified by the regulation and on the form LIC624B.

This facility has an Incidental Medical Services by school Nurse – IMS Plan. · Serious health and safety violations resulting in Type A citations;
· Non-compliance conferences; or
· Efforts by the Department to revoke a facility’s license. Each report (documenting a Type A citation) shall remain posted for 30 days along with the Notice of Site Visit (printed out during this inspection). Failure to meet the posting requirements shall result in an immediate civil penalty. In addition, all parents of currently enrolled children and any newly enrolled child for the following 12 months shall receive a copy of report and sign the LIC 9224 acknowledging receipt. Civil Penalty assessments will be assessed if all above requirements are not adhered to.

On January 1,2018 or before March 30,2018, a person who, is a licensed childcare provider, administrator, or employee of a licensed child day care facility shall complete the on-line mandated reporter training and shall complete renewal mandated reporter training every two years. www.mandatereporterca.com

There were no citations issued because of this inspection, Center operating in compliance with Title 22 Regulations.

Notice of Site Visit has been posted (LIC9213). The notice shall be posted for 30 consecutive days. Failure to maintain posting as required will result in a $100.00 civil penalty.

Exit interview conducted with Lead Teacher Jolinda Barajas . A copy of the Appeal Rights (LIC 9058) was given and explained. Lead Teacher signature on this form acknowledges receipt of these rights.
