13 | On December 6, 2021, Licensing Program Analyst (LPA) Kendal Zirbes met with Teacher Cassandra Gilham to deliver the investigative finding for the above stated allegations. This investigation was conducted by the Investigations Bureau (IB). During the investigation, children, staff, and parents were interviewed. Facility file, records, and other additional evidence were also reviewed.
During the investigation is was determined that Child 1 sustained a scratch to the neck and torso. Although the child sustained scratches, it could not be determined that the scratches occurred at the facility or were sustained as a lack of supervision. No disclosures were made regarding concerns with supervision that corroborate the allegations of lack of supervision. In addition, multiple disclosures were made that indicate that Child #1 and Child #2 who are siblings play roughly with each other and have a history of injuring each other. Therefore, the allegations are deemed Unsubstantiated. A finding of unsubstantiated means that the allegation may have happened or is valid, but there is not a preponderance of the evidence to prove that the alleged violations occurred. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Teacher Cassandra Gilham.
