On November 22, 2022, Licensing Program Analyst (LPA) Zirbes conducted a follow-up complaint inspection to McDonald Learning Center. LPA met with facility representative Lisa Burtner. The purpose of the inspection was to deliver the findings for the above complaint allegation.
The Department received an allegation alleging Staff 1 (S1) handled child 1 (C1) and Child 2 (C2) roughly. The alleged incident(s) occurred in August 2022 and resulted in C1 and C2 receiving marks or bruises. Over the course of the investigation, LPA conducted confidential interviews with staff and parents. In addition, LPA reviewed child, staff, and facility records. Furthermore, LPA obtained and reviewed records from San Bernardino County. All staff interviews denied the allegation. Child and staff files did not obtain information regarding the alleged incident. Additional information obtained during the investigation, revealed inconsistencies. Based on the information obtained during interviews and the documentation reviewed it is determined that S1 may or may not have handled C1 or C2 in a rough manner. Therefore, the allegation is unsubstantiated at this time.
