On April 11, 2024, Licensing Program Analyst (LPA) Zirbes conducted a follow-up complaint inspection at McDonald Learning Center. LPA met with Administrator Courtney Pinkerton. The purpose of the inspection was to deliver the findings for the above complaint allegations. The investigation included inspections of the facility, confidential interviews with staff, parents, and children, and a review of the facility records. In addition, the investigation included a review of photographic evidence and San Bernardino County records.
On February 26, 2024, the Department received two allegations. One allegation alleged that on February 20, 2024, staff 1 (S1), grabbed child 1 (C1) arm due to C1 not listening. Per the information received, as a result of this incident, C1 received nail marks near the armpit. Confidential interviews provided inconsistent information, as some parties confirmed C1 was grabbed roughly by S1, and others denied S1 roughly handled C1 or any child. Additional evidence revealed inconsistent information regarding C1 injuries. Facility records did not contain reports regarding an incident occurring on February 20, 2024.

The Department received a second allegation, alleging that on approximately four occasions, C1 was not properly cleaned during diaper changes by the facility staff. The dates of the incidents and the staff involved in the incidents were unknown. Confidential interviews provided inconsistent information regarding whether the children were being properly cleaned during diaper changes. Staff interviews reported the staff are provided with diaper changing training. Staff confirmed parents have reported diaper-changing concerns previously. The concerns were addressed immediately through a refresher diaper changing training.
Based on the information obtained there is not enough evidence regarding the allegations alleging Staff roughly handled C1 and Staff did not meet C1 diapering needs. Therefore, the allegations are deemed UNSUBSTANTIATED at this time. Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegations are UNSUBSTANTIATED.
Notice of Site Visit was given and must remain posted for 30 days. An exit interview was conducted, where this report and appeal rights were reviewed with Administrator Courtney Pinkerton.
