Licensing Program Analyst (LPA) Thompson-Miller conducted an unannounced 10 day complaint inspection for the purpose of investigating the above allegations and met with Assistant Director Katrina Henderson. There are 21 infants and 5 staff along with the Assistant Director present. A tour of the infant center was provided, interviews were conducted with staff and LPA observation which determined the following allegation findings. Based upon LPA observations, photo of temperature thermostat and interviews conducted with staff the above allegations are Substantiated. See LIC9099C for additional details attached. A finding that the complaint is substantiated means that the allegation is valid because the preponderance of evidence standard has been met. LIC9099D, Type A deficiency issued Type A deficiency issued according to California Code of Regulations Title 22. LIC9224 provided (Acknowledgement of Licensing Reports). An exit interview was conducted, a copy of this report was read and provided to Assistant Director, Katrina Henderson on this date. The Notice of Site Visit was given to Director.

This requirement was not met as evidenced by: The heater system has not been working since November 2021.

(1) The licensee shall maintain the temperature in rooms that children occupy between a minimum of 68 degrees F (20 degrees C) and a maximum of 85 degrees F (30 degrees C).

Center shall use portable heaters until the heating system is repaired. Center shall submit a photo of the thermostat to CCL by 1/13/2022 to show the room is at a comfortable temperature.

This requirement was not met as evidenced by: The temperature for the infant room was not at a comfortable temperature. The room was very cold upon entering.

Allegation #1 is Substantiated. The heater has been out since November of 2021, a technician has been out to install the mother board, however, it did not work and additional parts are on order. Based on interviews with staff, LPA observation of the cold temperature felt when LPA walked into the room and observing children wearing sweaters and jackets. The heater is not working.

Allegation #2 is Substantiated. LPA walked into the infant room and immediately felt the cold in the room. The facility did not have portable heaters in use. The temperature of the room is not comfortable for infants.
