13 | On the above date, Licensing Program Analyst (LPA) Timeka Reed arrived and met with facility Administrator, Nancy Hein, for the purposes of delivering the finding of the above complaint allegation. It was alleged the facility is no longer following Covid-19 guidelines by staff not wearing masks.
On June 30, 2021, LPA Timeka Reed arrived at the facility and completed a tour of all classrooms and outdoor play area. LPA observed that staff caring for children were not wearing masks. LPA Reed also observed none of the children were wearing mask indoors or outdoors. In addition, children were not socially distancing in either settings. LPA interviewed S1. S1 stated the facility received information stating staff were no longer required to wear masks nor did staff have to encourage children to wear masks.
Based on LPA observation and staffs own admission, the complaint allegation is substantiated, meaning the allegation is valid and the preponderance of the evidence standard has been met.
On July 9, 2021, LPA provided technical assistance to S1 by reviewing the current guidelines (as outlined by the California Department of Public Health) for daycare centers in Provider Information Notice (PIN) 21-18-CCP.
