On April 8, 2024, Licensing Program Analyst (LPA) Calloway made an unannounced inspection to the above facility for the purpose of conducting a Required Annual Random inspection. LPA met with facility representative who granted access. LPA and representative toured the facility inside and outside. LPA observed seven (7) infants some napping and in active care with two (2) teachers, and one (1) assistant. The facility operates from 6:00 am to 6:00 pm. Monday through Friday.
Physical Plant: LPA observed one clean and safe classroom, telephone service, heating, lighting, and ventilation are adequate. There are cubbies for children's belongings (labeled) inside the classroom. Furniture, books, equipment, toys, and materials were age appropriate. Drinking water is available inside the classroom in the form of water dispensers and their own labeled cups. Sufficient napping (cribs/cots) for children. The bedding is stored separately and per Director, it is washed daily. Medications are stored inside the administration office. First Aid Kit is observed (locked) on the wall inside the classroom. There is an Emergency Survival Kit Bin kept sealed inside the classroom. Fire extinguisher was not observed in the classroom, but there is one in the hallway that was full/green and meets the standards by the Fire Marshall. Fire alarm pull switch observed near the front entrance. There is a sprinkler system on the ceiling and ceiling fans. The thermostat inside the room was at 74 degrees and was comfortable.

Changing table: LPA observed near the back wall. There is one hand washing sink. LPA observed soap, and paper towels readily available. Staff restroom was in the hallway near the front entrance.
Kitchen: There is a clean, fully equipped kitchen with refrigerator, freezer, oven, microwave, and sink. The facility provides breakfast, lunch, morning, and afternoon snacks. Current menus are posted. LPA observed allergy list posted in the classroom and on the refrigerator. LPA observed an appropriate amount of food and snacks. The chemicals and cleaning supplies are kept separate from the food inside a locked hallway cabinet.
Outside: Outdoor play equipment was inspected for health, safety, cushioning material, good repair and is age appropriate. LPA observed grass for active play. The area was completely fenced and separate from the other children. Drinking water is available in the form of a water cooler and labeled cups. There are no bodies of water on the premises. Tree provides shade. If too hot, infants are kept inside.
Other: Children and staff files were reviewed. Current Pediatric CPR and First Aid (expires: 8/2025). Transportation not provided. Disaster Drills: Fire/Earthquake current (12/23) and Roster (current). Children are inspected for illnesses as they arrive. There is a separate room for isolation and care of ill children in administration office until parent picks up. Staff/child ratios (observed- compliant), sign in/out sheets (paper observed). Facility representative was reminded to access the Licensing website at ccld.ca.gov to obtain information about the most recent regulatory changes and the Quarterly Updates. A review of medication policy indicated that prescription medication is administered only with parent's written permission.

The management staff administers medication and documents the dosage, date, and time onto a log. Medication is brought and taken home by the parents daily or stored in a locked filing cabinet inside the administration office. Medication is properly labeled and stored in its original container.
Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care
Centers (CCCs) constructed before January 1, 2010, to test their water (used for
drinking and food preparation) for lead contamination before January 1, 2023, and then every 5 years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).

LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe sleep; as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. State law prohibits baby walkers, bouncy seats, exersaucers, or any other items that fall into that category.

consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.
