On January 13, 2026, Licensing Program Analyst (LPA) Elyse Jones arrived at the facility to deliver findings for a complaint. LPA conducted a tour of the facility and took census. During the investigation interviews were conducted with pertinent parties.

On October 31, 2025 a complaint was received alleging Licensee uses inappropriate discipline. It was noted, the Licensee forced a child(ren) to eat food until they vomited and the Licensee forced a child(ren) to consume hot sauce for misbehaving. Licensees stated they have never forced any child(ren) to eat and any child who vomited in the past was due to an illness. As part of the investigation all children were showed pictures of hot sauce bottles. Over half of the children recognized the pictures and identify the taste as “spicy” or hot. During the interviews, one or more of the Pertinent Parties disclosed “Grandma” also known as one of the Licensees, gave a child(ren) hot sauce in their mouth. When the children would cry or show signs of discomfort, “Grandma” would give them water to “feel better.” Both Licensees denied giving children hot sauce.

The Department did not have a sufficient amount of evidence to say children were given hot sauce as a form of discipline, however, during interviews with the Licensees, they admitted to using an inappropriate form of discipline by sending children to sit on the restroom floor for time out. Licensees stated they stand outside of the door but this form of discipline is not a permitted disciplinary practice.

Based on all the information disclosed from pertinent parties and the documentation received, the department has determined the preponderance of evidence standard has been met, therefore the above allegation is found to be SUBSTANTIATED.

See LIC 809-D for deficiencies.
