Licensing Program Analyst (LPA) Rachel Zeron made an unannounced visit to conclude a complaint that was initiated on 08/01/2024. LPA met with Leiann Fabian, Director and Natasha Abuata, Executive Director. A census was taken, and the facility was toured. LPA indicated the reason for the visit was to conclude the complaint investigation.


It was alleged that: Staff uses profanity towards daycare children and staff yelled at daycare children. The complaint alleges: that staff use "vulgar" language when children are misbehaving, throwing toys, running around, and climbing. LPA interviewed pertinent individuals regarding the allegations, interviews revealed that staff that work or have worked with alleged staff stated that they have never heard the alleged staff use vulgar language or yell at any of the children in care. In fact, staff had positive input to comment about the alleged staff members.

 Therefore, due to conflicting information found throughout this investigation this agency has investigated the complaint alleging: Staff uses profanity towards daycare children and staff yelled at daycare children.
Although the allegation may have happened, or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is UNSUBSTANTIATED at this time.

An exit interview was conducted and a copy of this report was provided to Leiann Fabian, Director and Executive Director, Natasha Abuata. Notice of site visit was issued and Director agreed to post the notice for the next 30 days.
