On the above noted date and time, Licensing Program Analyst (LPA) Diana Brasel conducted an announced Pre-Licensing inspection to add a school age component. Currently the school has an existing preschool license with 58 children ages 2-5 in classrooms 1,2,3,& 4. Upon arrival, LPA met with Facility Representative Josiemarie Carino. Applicant is requesting to be licensed for 15 school-age children ages 5-10 in the elementary classroom. Hours of operation will be Monday - Friday 6:30 am - 6:00 pm.

All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Josiemarie Carino that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Josiemarie Carino stated that they will be in school office. A fully equipped first aid kit is in staff office. There is an operational carbon monoxide detector on site located in elementary classroom. All required licensing documents were observed posted in the covered hallway. Children will be signed in and out at the covered hallway.

LPA continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space measured 493.57, which is not sufficient to accommodate the requested capacity of 15 Children. An updated LIC 200A and Fire Clearance will be requested for the capacity of 14. LPA observed all indoor activity space to be complete with safe age-appropriate furniture and equipment, including tables, chairs, cubbies, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via filtered bottle water. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 05/07/2024.

LPA observed a total of 1 sinks and a total of 2 Toilets available for children’s use. These are sufficient to accommodate the requested capacity of 15 children. (the capacity request will be lowered to 14 children). Restrooms afford privacy for children. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be the school office.

Facility will provide am and pm snacks. The kitchen area currently includes refrigerator, freezer, stove, microwave, and sink. The kitchen area and food storage areas were observed to be free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in kitchen are inaccessible to children via a cabinet.

Currently the school-age playground has a 4 foot chain link fence that enclosed approximately 3/4 of the playground. Correction for additional fencing has been listed. The fenced playground area is separate from other component and is at least four feet high. The total square footage for all the outdoor activity space is 3456.00, which is sufficient to accommodate the requested capacity. Shade is provided via building overhang coverage and a large tree. There are sufficient outdoor age-appropriate toys and play equipment available on the playground, which is a grass area. Drinking water is available via water picture and disposable cups. LPA observed all hazardous items on the playground to be inaccessible to children. Facility representative was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

The following corrections are needed prior to the issuance of the license:



1. All required documents for new Pastor in charge, Anthony Boger.
2. Proof of needed fencing (4 feet tall) to enclose the preschool covered hallway.
3. Proof of fencing (4 feet tall) to complete the enclosure of the elementary playground.
4. Proof of a sign posted on the staff restroom door and a sign on the designated elementary
restroom.

Facility representative was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.”
