Licensing Program Analyst (LPA) Chase Atherton arrived at the facility to deliver final findings for a complaint investigation for the above allegation. LPA met with the facility representative Judy Pak and informed them of the purpose of visit. LPA Chase Atherton toured the facility and took census.

During the investigation, LPA made observations, conducted interviews with pertinent parties, and reviewed records.

It was alleged that the facility did not reveal its license number in all advertisements.

Information gathered alleged that the facility did not reveal their facility number on a Facebook post regarding an open house, which had the intent to attract clients.

Information gathered stated that there is a post on the facility’s Facebook account that included a body of text, a flyer, and 9 photographs of the facility. Information gathered stated that the Facebook post was created by the person in charge of this facility’s Facebook account. Information gathered stated the body of text on the Facebook post dated July 21, 2025 announced their open house. The body of text noted to, "meet our fantastic teachers." Information gathered stated that the flyer attached to the Facebook post included the phrases: "Whether you're already enrolled or just beginning your search, this is a great opportunity to see firsthand experience Orange Light Christian Preschool” and “$20 Off Early Registration (Before August)”. LPA observed the above information on the Facebook post. LPA observed that the facility number for this facility was not present in the Facebook post, in the 9 pictures, or in the 1 flyer attached to the Facebook post.

Based on information gathered, the preponderance of evidence standard has been met, therefore the above allegation(s) is found to be SUBSTANTIATED. California Health and Safety Code 1598.861 is being noted on the attached LIC9102TV. This is an Advisory Note, not a deficiency. On this date, it was determined that there is no potential risk or immediate risk to children based on this substantiated allegation. This is not a citation. Appeal rights issued and discussed with licensee and their signature on this form acknowledges receipt of these rights.

Exit interview conducted, and report was reviewed with the facility representative Judy Pak. A notice of site visit was given to facility representative Judy Pak and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. This report must be made available to the public for 3 years. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
