Allegation #1-Licensee coerced day care children into cleaning the home.

On February 13, 2025, Licensing Program Analyst (LPA) Calloway made an unannounced inspection to the above facility. The purpose of the inspection was to deliver findings regarding the above allegations. LPA met with the Licensee who granted access. LPA observed five-day care children in active care and two staff.

During the investigation, LPA conducted confidential interviews with all relevant parties involved. Allegation #1- The interviews revealed a day care child was asked to clean one bedroom and another room that was not the day care room in exchange for a monetary payment. There was no one that witnessed the Staff making this request to the child nor witnessed the child cleaning the two rooms. Allegation #2- The interview’s revealed a child was hit by the Staff and a day care child stated they witnessed a child being hit, by Staff. Allegation #3 – The interviews revealed the children are made to stand in the corner as a form of discipline by the Staff. The record reviews did not reveal standing in the corner as discipline used according to the facility guidance and discipline policy.

Allegation #4- On December 4, 2024, LPA observed the day care home in ratio. The interviews revealed the home was observed to be in ratio during day care hours. Allegation #5- The record reviews revealed there were three staff in care. The interviews and observation did not reveal if the Staff did not adequately provide care and supervision for the children in care. Allegation #6- The interviews revealed a day care child was given “blue medicine” for coughing by Staff, the interviews did not reveal if melatonin was provided to the children while in care.

Based on interviews observation, and record reviews, there was not enough evidence to corroborate the above six allegation(s). Therefore, the six allegations are Unsubstantiated, meaning the although the allegation(s) may have happened or are valid, there is not a preponderance of the evidence to prove the alleged violations occurred.

There are no deficiencies cited.

An exit interview was conducted, and a copy of this report was read, a Notice of Site Visit, and this report were provided to the Otechia Jackson, Licensee, at the facility. A Notice of Site Visit must remain posted for 30 days. Removal of the posting is subject to a $100 civil penalty.
