On October 15, 2024, Licensing Program Analyst (LPA) Calloway met with Licensee, who granted access. LPA and Licensee toured the home inside and outside for an random inspection to increase capacity to fourteen children. Residing in the home are the Licensee, spouse, and two (2) minor children. Per Licensee, the spouse moved into the home in January this year. LPA observed two (2) day care children and her own child in active care with licensee during inspection.
Physical Plant: This is a single story 4-bedroom, 2-bathroom home with kitchen, dining area, living room, family room, and garage. Childcare is provided: in living room to the right upon entry and the family room. Children’s Bathroom: is in hallway on the left it was observed- clean with no chemicals and operable toilet and sink. Unused outlets were not covered inside the home. Per Licensee they were removed when the flooring was replaced. Blind cords were not tied up high. Per Licensee when the flooring was installed, they broke the cord. Age-appropriate toys, furniture, and books were observed. Napping equipment mats were observed enough for the children. The home was inspected inside and out for safety, comfort, cleanliness, telephone service, heating and ventilation, inaccessibility to poisons, detergents/cleaning compounds are kept under the sink with a magnetic lock. Medication is kept in the hallway cabinet locked. Not all of the windows have screens. LPA observed the sliding glass door leading to the yard without a screen.

Per Licensee, the door is not left open. LPA observed the door open during the inspection. The screen on the side of the home near the kitchen was torn. Per Licensee, the window is not opened. LPA observed flies inside the home during the inspection. There is a camera inside the daycare area. Per Licensee it is operable. LPA observed a fire alarm pull switch on the wall near the front door. LPA observed a small beverage refrigerator to the left of the sink inside the kitchen with alcohol inside and the safety latch not on. The alcohol was removed during the inspection. Per Licensee, the lock was broken and has not been replaced. Kitchen: hazardous items that can pose a danger to children’s sharp knives and cooking utensils are inside a top drawer to the right of the sink locked with a magnetic lock. Fire/earthquake drills was conducted. The fire drill was last conducted on 8/23/24, The earthquake disaster drill was not current. Roster is not current there was a child in care that was not listed on the roster. Per Licensee, the school aged child started daycare today and has not been added. The required fire extinguisher (2A10BC) (full/green). Smoke/carbon monoxide detectors were tested as operable). Fireplace is screened. When LPA arrived, it was not gated, Licensee added the gate during the inspection. Licensee stated the gate was just washed before LPA came and had not been put back into place. The home has central AC and heat. Required postings were present on the wall. No landline phone, but cell phone.
Off limit areas: Garage (key lock), Bedrooms: #1, #2, #3, #4 (key-locks), Bathrooms: #2, laundry (near garage-locked). Outside area on the left side of the back yard.
Outside: The backyard is completely fenced. Pets were observed as five (5) dogs: three large dogs and two small dogs. Per Licensee, the pet dogs do not interact with the day care children the three large dogs were gated off in the yard and the two small dogs were inside a locked bedroom. There is a large play structure with swings and two slides set that is anchored in the ground. The fence is broken in two places and needs repairs.

There was artificial grass for cushioning surface. There is no pool, spa, or body of water on the premises. AC unit was covered. There is a mesh tarp over the play area for shade. Others: Per Licensee, there are no weapons or firearms on the premises. LPA did not observe any in the home. Required mandated reporter training expired 8/24, CPR/First Aid (Exp: 1/2025, and immunizations are current. First Aid kit observed. LPA did not view the children’s files and there were no infants in care. Transportation is not provided. Incidental Medical Services (IMS) policy and Safe Sleep regulations were discussed.
The following was discussed with the Licensee:
Maintain capacity and transparency per posted parent rights, Roster requirements (keep updated information always), Documentation for disaster drills (fire and earthquake). Mandatory forms, signed, for the children’s/staff files, know updated Safe Sleep regulations. The role and responsibilities of being a mandated reporter. Supervision is always required for children in care. If food is brought in, it is properly labeled. Check food expiration dates periodically. Responsible for knowing the regulations as well as anyone who assists in providing care. Temporary absences shall not exceed 20 percent of the hours that the facility is providing care per day. If day care is closed for the day, no kids show, or Licensee absent, must notify Licensing. Inaccessibility of hazards must be constantly reassessed depending on the children in care. If the phone number is changed, licensing must be notified. Regulations prohibit the smoking of tobacco in a private residence that is licensed as a family childcare home and areas of the day care home where children are present (24/7 ban). State law prohibits baby walkers, bouncy seats, exersaucers, and any other items that fall into that category.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty oType A deficiency: Type A deficiency shall be posted for 30 consecutive days along with the Notice of Site Visit Letter (printed out after every visit) and posted during hours of operation, as there is an immediate risk to the health, safety, or personal rights of children in care. Licensee shall provide a copy any Type A deficiency to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of the Type A report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224) must be placed in the child's file for verification of the Type A deficiency. Failure to do so will result in a civil penalty being assessed.

--Licensee was informed of their responsibility to report suspected Child Abuse (LIC 9108), 1-800-827-8724/760-243-6640. Licensee was informed of the MyChildCarePlan.org website, a consumer education website that helps families obtain childcare by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

--Licensee advised to visit the CCLD website (www.ccld.ca.gov) to obtain updates of courses and updates/changes to the regulations.
Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department prior to providing the IMS. Based on observation and interview Per the Licensee their spouse moved back into the home in January 2024 and Licensing was not notified of the person moving in. Which is a potential health, safety, or personal rights risks for the persons in care.
