Licensing Program Analyst (LPA), Babatunde Ibitoye met with Site Director, Erin Jones today for the purpose of conducting a Required Annual inspection. center is located on the grounds of Kendall Elementary School and occupies 1 classroom (B1). Upon arrival LPA observed 1 classrooms in use with a total of 18 preschool children with 3 staffs. The center operates 2 half day programs beginning 8:30 am to 11:30 am and 12:30 pm to 3:30 pm Monday - Friday. Incidental Medical Services (IMS) were discussed.

**LPA noted age appropriate furniture, equipment, toys and materials. Classrooms were observed to be clean, safe and free of any Health or Safety hazards. Telephone service was verified as well as adequate heating, lighting, and ventilation. Children's belongings are kept in cubbies along the wall as you enter classroom. Drinking water is available inside the classroom in the form of a water cooler with disposable cups.

**There 2 bathrooms in the classroom designated for children, each bathroom has 1 toilet and 1 sink.The staff bathroom is located in an adjacent building. LPA observed the bathrooms to be clean and sanitary, with soap, toilet paper and paper towels readily available.Toilets and sinks are functioning properly and age appropriate.

Food preparation: Center serves breakfast and lunch provided by the school cafeteria, menus observed and posted. Disinfectants, cleaning solutions, poisons and other items that could pose a danger if readily available to children were stored and inaccessible to children

Posting Requirements :Failure to comply with posting requirements shall result in an immediate civil penalty. The following were observed posted as required: facility license, Personal Rights (LIC613A), Parent’s Rights Poster (PUB 393L), menu, car seat law (PUB 269), emergency disaster plan, earthquake preparedness checklist.

**LPA observed working smoke detectors, fire extinguishers, and carbon monoxide detectors inside the classroom. There is a log of emergency fire/disaster drills,the last fire drill was conducted on (01/12/2024); sign in and out,the Center uses an App (CoreConnect ) which allows parents to sign in and out electronically and contain full legal signatures; License is posted along with other forms that require posting after licensure. Children's files reviewed were complete with required forms and documentation including required immunization's; Health Screenings. LPA verified Staff present have current CPR and First Aide training (exp 02/18/2024) and required qualifications.

**Outdoor play equipment was inspected for health, safety, good repair and age appropriateness. Center utilizes rubber matting under climbing structure for cushioning material, center utilizes "Easy-up" pop-up umbrellas and the shade from the building for outside shade. Large play structure is securely anchored. The area was observed to be free of debris.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm - Director states there are no children present whom require IMS, but there is a plan in place.

Director advised of the requirement to report Unusual Incidents. Licensee informed to utilize the Unusual Incident Report/Injury Report LIC624B when submitting the report to the department (email address on the website: www.unusualincidentreport@dss.ca.gov). A report shall be made to the department by telephone or fax during the department's normal business hours before the close of the next working day following the occurrence during the operation of family day care home. In addition, a written report shall be submitted to the department within seven days following the occurrence of any events specified above.

HEALTH RELATED SERVICES: Medications inaccessible to children; all prescription and non prescription medications must have child’s name and are dated; written consent and instruction from child’s representative; a plan to document and report to child’s representative when medication is administered to a child; IMS plan on file (if applicable).

On January 1, 2018, or before March 30, 2018, a person who is a licensed child care provider, administrator, or employee of a licensed child day care facility shall complete the online mandated reporter training and shall complete renewal mandated reporter training every two years. @www.mandatedreporterca.com

· **Senate Bill AB 633 - Child Care Facilities: Parent Notification Requirements· Summary: This bill amends · Health and Safety Code (HSC) sections 1596.859, 1596.8595, 1596.8895, and 1597.05 to improve the transparency of licensing records and to ensure that parents/guardians using a licensed childcare facility are aware of situations that present the greatest danger to children.

· Each report (documenting a Type A citation) shall remain posted for 30 days along with the Notice of Site Visit. **In addition; A copy of this report must be provided to the authorized representatives of all currently enrolled children and any newly enrolled child for the following 12 months.

· The ACKNOWLEDGEMENT OF RECEIPT OF LICENSING REPORTS (LIC9224) shall be signed and kept in each of the children’s records. The report shall be provided no later than the next business day or the next day the child is in care.

Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.



Any duly authorized officer, employee, or agent of the Department shall, upon presentation of proper identification, shall inspect the facility. Director shall permit the Department to inspect the family child care home, and to privately interview children or staff, to determine compliance with or to prevent violations of child care center or regulations, also enter and inspect any place providing personal care, supervision and services at any time, with or without advance notice, to secure compliance with, or to prevent a violation.

Exit interview conducted, copy of report left with Director. There were no violations noted as a result of this unannounced inspection, center is operating within the guidelines of Title 22 Regulations.
