On 06/23/2023 Licensing Program Analyst (LPA) Beneroso met with Director, Tammy Esquivel for the purpose of conducting an unannounced annual required inspection. During the time of this inspection LPA observed a total of 10 Infants and 3 qualified teachers. The Infant program operates Monday – Friday 6:30 AM-6:30 PM. LPA toured and inspected the facility inside and out in accordance with the facility sketch. During the walk through/inspection of the Facility the LPA discussed observations of Title 22 requirements. The Center is clean, safe, sanitary and well maintain. All utilities are operational and in good order.

Per the Director, there are no firearms or weapons on the premise. LPA did not observe bodies of water on the premise. Disinfectants, chemical compounds, and poisons were found to be inaccessible to children in care. LPA observed that cleaning compounds, disinfectants are stored in a lower cabinet, locked and inaccessible to the infants in care.

Furniture and equipment

The classroom, LPA observed cubbies in which infants’ belongings can be stored. There files for the children were reviewed and observed to be complete. Telephone service was verified. Heating, lighting, and ventilation are adequate.

There is a clean, fully equipped kitchen with a refrigerator, freezer and stove. The facility provides AM Snack, Lunch and PM Snack. Menus are posted in the main entrance for parents to review. LPA observed an appropriate amount of food and snacks. Infant’s bottles are labeled with child’s name. Parents/Guardians provide the breast milk/formula.

LPA observed a changing mat within, arms reach of a sink in the infant room. The changing mat had at least 1” thick padding covered by a washable material. Staff state that they wash their hands before and after each feeding and each diaper change of the child. The changing mat is sanitized after each use. The infant room was found to be sanitary and clean.


Chemicals are kept separate and are stored in lower cabinet that is kept locked at all times. The facility has ensured and establish measures to keep the facility free of flies and other insects or rodents. Food preparation area inaccessible to children, there’s a coded entry lock by the door. The food preparation area is adequately equipped, clean and free of hazards. There is an operating telephone in the Child Care Center. LPA observed fully charged and operational 2A10BC fire extinguisher located on the premises of the facility. This facility has one or more functioning carbon monoxide detectors that meets statutory requirements. All storage containers for solid waste, including moveable bins, have tight fitted covers that are kept on, and are in good repair.

**The outdoor play area is toured and yard is completely fenced in. Outdoor play equipment was inspected for health and safety, toys were in good repair and age appropriate. Play area was inspected for hazards and inaccessibility to bodies of water there are no bodies of water on premises.

*Teacher child ratios were observed, and staff names recorded. Care and supervision was evaluated to determine the basic needs of children are being met and appropriate. Sign in and out sheets were reviewed. The parent board was reviewed and has all of the required forms posted. Fire/earthquake drills are maintained current, last fire drill was conducted 06/13/2023. Children's records and staff records were reviewed and are complete. LPA verified at least one staff person present that has a current Pediatric CPR and First Aid training expires on 08/2024



Napping Equipment
LPA observed a sufficient quantity of napping equipment for the children. There were 11 cribs in the room. There are mats available for the older infants to sleep on. LPA observed age-appropriate toys and materials. Drinking water was observed to be available inside the classroom. LPA observed sleep logs for all the infants present. The infant logs are updated every 15 minutes.

Medications:
This facility does not provide incidental medical services for infants. Incidental Medical Services (IMS) policy was discussed. There is a separate area for isolation and care of ill children in the director’s office.



Safe Sleep

LPA discussed the safe sleep regulations with director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
