On November 25, 2024, George Mingle, Regional Manager (RM), Lady King-Lewis, Licensing Program Manager (LPM), and Kendal Zirbes, Licensing Program Analyst (LPA), held an informal office meeting with Licensee Lisa Burtner to address the Department's concerns regarding the facility's history of non-compliance and overall operation.
The following deficiencies were discussed during the meeting:

The Licensee has five other licensed Centers. The history of non-compliance and overall operation of all six licensed Centers were discussed during this meeting.

RM Mingle provided information regarding Technical Support Program (TSP), and he explained the program is a non-cost benefit to assist licensees to come into compliance. The TSP consultant assistant is a neutral party that determines some areas of improvement and guides licensees to assist in operating within the bounds of regulations and statutes, developing systems for implementation, and providing best practice suggestions.

The Department has requested the following from the Licensee:
1. A written statement addressing how the Licensee will meet the discussed requirements within 30 days following the office meeting.
2 . Licensee or site directors will attend a refresher training on Operations and Records Keeping and Child Care Center Orientation. Upon completion certificates will be submitted to the Department.

3. For the following 24 months the Licensee will provide on the job training monthly to staff and maintain documentation of the training for review by Department staff. The training can be from outside resources such as a Child Care Resource and Referral Agency, California Early Childhood Online, California Teaching Pyramid or staff and volunteers can watch the California Department of Social Services child care center videos on: https://ccld.childcarevideos.org/. Documentation will be submitted to the Department every month documenting the training was completed.
4. The licensee agrees to sign up for the department's Child Care Advocates mailing list to received provider information notices (PIN)s and the department Quarterly update with important information and changes within the department. Licensee can make the request by contacting the Childcare Advocates: email address at CDSS ChildCareAdvocatesProgram@dss.ca.gov

The licensee was advised to contact the duty officer, LPA, or LPM whenever she has questions about any of the requirements to prevent non-compliance.



The above-mentioned written statements must be submitted to the department on or before January 10, 2025, and must address all topics outlined in this agreement.

The Department will monitor the licensee's compliance with this plan over the next 24 months, which may expire on or before 11/25/2026, to ensure compliance with Title 22 Regulations.

During this meeting the Licensee provided copies of training completed by the staff.

The licensee has been advised and agrees that the Department is implementing a comprehensive compliance plan. The licensee agrees to maintain the facility in compliance with all Title 22 laws and regulations. If any legal action is taken, nothing in this plan precludes the department from including the above issues.

The Licensee has been advised that failure to complete the above agreed upon actions by the dates will result in this Department taking the following action(s):
1. Noncompliance Conference
2. Administrative action against both the Family Child Care License and the Child Care Center Licenses.

Licensee is further advised that copies of this office conference document be provided to all parents of enrolled children in care and any newly enrolled children for the period of one year from this date. Licensee was provided with the Acknowledgment of Receipt of Licensing Reports (LIC 9224) for parents to sign, indicating that they received copies of this document. Acknowledgment of Receipt of Licensing Reports (LIC 9224) was provided to licensee during this conference meeting.
