On 04/21/2025, Licensing Program Analyst (LPA) Carol Heath conducted an unannounced follow-up complaint visit at the Snowline Childcare Service (367750060) for the complaints received on 3/18/2025. LPA Heath met with the Teacher, Maria Carmen Sandoval. The purpose of the visit was to deliver the findings related to the complaint allegation. During today’s visit, the director reported 18 preschool-age children, three staff, and office staff.

As part of the investigation, LPA Heath received a copy of the facility roster, reviewed the children's and staff files, and interviewed the owner and all relevant individuals. The findings are as follows: Allegation #1: Staff did not ensure they were not out of ratio. Finding: After reviewing the staff timesheet, LPA verified that the facility has enough staff to avoid the over-ratio.

Allegation #2: Staff threatened daycare children. Finding: After interviewing relevant parties, the interviews revealed inconsistent information for threatened children.

Allegation #3: Staff left the daycare child unattended. Finding: After interviewing relevant parties, the interviews revealed that they do not have concerns about the supervision of the childcare center.

This agency has investigated the complaint. At this time, it is determined that although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violation(s) did or did not occur; therefore, at this time, the above allegations are Unsubstantiated.
