On Tuesday, May 19, 2026, at 2:00 pm, Licensing Program Analyst (LPA), Giovanni Cristales met with Director, Tiffany Boyce, and conducted an unannounced 10-day complaint investigation, concluded and delivered the findings on the above allegation(s), which was reported to the department on 4/7/2026. Originally the complaint was filed under the wrong facility license number #367750053. On 04/21/2026, Licensing Program Analyst (LPA) Hanna Cha conducted an unannounced case management visit to follow-up on an Unusual Incident Report (UIR) received at Palmdale Regional Office (PRO) on 04/03/2026. Reported UIR and complaint allegation is regarding the same matter. On 5/13/2026, LPA Cristales assigned the complaint to the facility above.

Upon arrival LPA observed one (1) staff providing care to two (2) infants, two (2) staff providing care to five (5) toddlers, two (2) staff providing care to eight (8) preschool children, one (1) staff for providing care for one (1) school age child, one (1) floater and director. LPA observed the facility to be within ratio. All staff have been fingerprinted and associated with the designated license number.

During today's investigation/inspection, LPA Cristales re-visited the information collected by LPA Cha on 4/01/2026 (roster, files, and interviews with staff). Based on staff and parent interviews, C1 attended the facility for a total of 3 days. C1 last day at the facility was 04/01/2026. LPA Cha reviewed the video recording dated 04/01/2026, and LPA Cristales reviewed the video recording again during today’s visit. During the recording, C1 is observed leaving the facility with a necklace on and reviewed C1 sign-in and out sheets. LPA Cristales collected additional information via email, and spoke with owner over the phone.

Allegation alleged (Staff do not ensure child's personal belongings are safeguarded) denied parent’s allegation. Inconsistent disclosures were made regarding whether the necklace had been stolen or switched out with a different necklace. Based on interviews with all relevant parties, LPA observations, and record reviews, no evidence was obtained to corroborate with the allegation. Although the allegation(s) may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation(s) did or did not occur. Therefore, the allegation(s) is UNSUBSTANTIATED.

No deficiencies during today’s visit. A Notice of Site Visit was given and must be posted for 30 days during the hours of operation after each site visit by a licensing representative.



Failure to maintain posting as required will result in a civil penalty of $100.00.
