On 9/20/2024, at 2:30pm, Licensing Program Analyst (LPA) Vicky Williamson conducted an unannounced complaint inspection for the purpose of delivering findings regarding the above allegations. LPA met with Director, Nancy Betancourt. During the inspection there were 33 children present with seven (7) staff members.

During the course of the investigation, interviews were conducted with the director, seven (7) staff members, eight (8) daycare children including the children in question and eight (8) daycare parents. Facility roster, and related documentation were reviewed and obtained. Staff and children files were reviewed.

It was alleged that staff demonstrates inappropriate forms of discipline and inappropriately grabs the daycare children's face. Director and staff denied the allegations and stated that redirection is utilized for children displaying inappropriate behavior. Director and staff stated that children are never grabbed by their face or any parts of their bodies as a form of discipline. See LIC 9099C Continuation...

Based on the information gathered during the investigation, there is not enough corroboration and evidence regarding the allegations. Due to conflicting information obtained from the interviews, although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the above allegations are found to be unsubstantiated.
