On 12/05/2025 at 3:00 PM, Licensing Program Analyst (LPA) Dana Stevens conducted an unannounced complaint inspection to deliver findings on the above allegations. LPA met with Director, Marcela Zavala and informed her of the reason for the visit. There were 41 children present with 4 staff members at the time of this inspection.

During the course of the investigation, LPA conducted two unannounced inspections, interviewed Director, six (6) staff members, five (5) daycare children, and daycare parents. Facility roster was obtained and reviewed.

Director denied the allegations and stated that the classrooms are always in ratio and there have been no incidents due to inadequate supervision. During interviews with staff, daycare children and daycare parents no conclusive evidence regarding the allegations was obtained. There were conflicting statements obtained during the investigation. Though the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegations are unsubstantiated.
