On 06/15/22, at 8:30 p.m., Licensing Program Analyst (LPA), Rajani Goudreau conducted an unannounced Annual Inspection and met with Director, Priscilla Laguna. LPA disclosed the purpose of the inspection and toured the facility indoors and outdoors. This is a full day program which operates year around. There were no children in care at time of inspection. Days and hours of operation are Monday through Friday from 6:30 a.m. to 6:00 p.m.

There were no bodies of water observed on the premises of the property. There are no firearms or ammunition allowed or stored on the premises. Disinfectants, cleaning solutions, medication and other hazardous items are made inaccessible, per observation. No poisons were observed during the inspection. LPA informed director all poisons shall be kept in a locked storage area. Furniture and equipment in the classrooms are in good condition, free of sharp, loose or pointed parts, per observation. All materials and surfaces accessible to children are toxic free. LPA observed the toilets and hand washing facilities in safe and sanitary operating conditions. The floors in the facility were observed to be clean and free of hazards. All kitchen, food preparation and storage areas were observed to be clean. Solid waste storage containers have tight-fitting covers and are in good repair. Drinking water is available both indoors and outdoors through the use of refillable water pitchers. The surface of the activity spaces was observed to be maintained and in safe conditions and is free of hazards. Facility has one or more functioning carbon monoxide detectors and a first aid kit that meets requirements. The childcare center shall be clean, safe, sanitary and in good repair at all times to ensure the safety and well-being of children, employees and visitors. See LIC809-C continuation page...

A review of staff records on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse clearances or exemptions. LPA reviewed a staff file to be complete and meet licensing regulations regarding licensing forms and education. LPA reviewed a sample of children’s files and observed files to be complete. Required postings are posted in the facility. Capacity and limitations as specified on the license are being maintained. At least one person trained in CPR and Pediatric First Aid is present when children are at the facility, per file review. The name of the childcare center director has been reported to the Department. The person who signs the child in/out of the facility shall use their full legal signature and record the time of day. Last Disaster and Fire Drills conducted on April 18, 2022.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Section 101173 and 101226. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Services are in place.

Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

No deficiencies issued during today’s inspection. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the director, Priscilla Laguna.
