1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25	On 09/21/2023 at 1:15 PM Licensing Program Analyst (LPA) Dana Stevens conducted an unannounced Annual Inspection and met with Lead Teacher, Leticia Hernandez. LPA disclosed the purpose of the inspection and toured the facility indoors and outdoors. The facility provides care for children ages 3-5 in Preschool Classroom 1. Preschool classrooms 2 and 3 are not currently used due to low enrollment. Hours of operation are Monday - Friday 8:00 AM - 2:30 PM. At the time of this inspection there were no children present due to early release day. There were no bodies of water observed within the premises. Furniture and playground equipment are kept in good condition. Facility has a functioning carbon monoxide detector that meets requirements. All toilets and hand washing facilities are safe and working in sanitary conditions. Drinking water is available both indoors and out via water fountains and children use individual water bottles. Facility does not have a kitchen. Two daily meals (Breakfast and Lunch) are prepared and delivered by the District's centralized kitchen. Outdoor activity space surface is maintained in a safe condition and free of hazards. All storage containers for solid waste have a tight-fitting covers that are kept on and in good repair. The child care center is clean, safe, sanitary, and in good repair at all times to ensure the safety and well-being of children. Roster, children files, and staff files were reviewed and found complete.

Staff was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA was unable to verify that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. LPA referred Director to the Department website for lead: Lead Toxicity Prevention and Water Testing Information.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records.
