13 | On the above date and time, Licensing Program Analyst (LPA) Kelly Gerth conducted an unannounced complaint inspection and met with Balderrama Child Development Center (CCC) Facility Representative Patricia LiBrizzi, and
LPA provided the purpose of the inspection, to initiate an investigation of the above stated allegation(s) made to CCL on October 24, 2025. During this visit, LPA toured the facility, took census, gathered pertinent evidence, and interviewed staff.
Regarding the allegation Staff did not follow custodial parents court order to prevent other parent from picking up child. On 10/30/2025, LPA Gerth conducted an interview and gathered evidence from/with the Reporting Party (RP). On 10/30/2025, during the visit to the CCC, LPA conducted interviews with Staff 1-2 (S1-S2) and collected evidence. All interviews corroborated that within the same week the court order was issued, the parent/guardian provided a hard copy of the court order to the CCC and that staff understood that the court order provided specific information of authorized pick-up person(s), authorized pick-up day(s) and authorized pick up time(s).
