13 | On 1/21/25 at 9:30 am, Licensing Program Analyst (LPA) Gerald Poindexter made an unannounced visit for the complaint received on 11/4/24 for the purpose of delivering findings on the above reference allegations. LPA met with Cara Lackey (aka Escamilla), program specialist. Madeline Howerton, the newly designated center director was temporarily away from the facility upon the LPA's arrival. There were 41 children present in 4 classrooms with 9 staff. Facility is with ratio.
It was alleged that “staff did not adequately meet child's needs” – specifically, as it related to diapering and observation. During the course of the investigation, LPA Poindexter reviewed facility documents, and interviewed the Reporting Party (RP), facility staff, and parents. The LPA has determined that the child, C1, developed a pattern of behavior related to diapers and clothing in the classroom. Staffers interviewed by LPA were aware this behavior. On the day of the September 2024 incident (exact date unknown), this behavior progressed to the playground, resulting in the child being partially unclothed, exposing their lower body |
