25 | On May 16, 2023 at 12:55 pm, Licensing Program Analyst (LPA) Jessica Rubio conducted a case management visit at Children's Paradise Vale Terrace (CCC) due to an unusual incident report (UIR) received for an incident that was reported on 5/8/2023, reporting that child (C2) disclosed that they had been touched in their private part by another child (C1) on an unknown date(s) at the CCC. LPA met with and interviewed Director (AD) Natalie Swisse. Further details of the UIR revealed that the alleged touching occurred twice, once in the classroom and once on the playground.
LPA conducted interviews with three staff (S1, S2, S3) and two children (C3 and C4). LPA attempted to interview C2, however C2 did not want to speak to LPA. One interview with a child revealed they had seen one child touch another child's privates, however details could not be confirmed in this interview, while another child's interview revealed C1 had not been seen to touch C2 inappropriately. C1 was unable to be interviewed as C1 was asleep at the time of the visit. All staff interviews revealed they had not seen any inappropriate touching between C1 and C2 at any time. Staff interviews also revealed there have been no issues with ratios being met and staff are assigned areas or zones to supervise in classrooms and on the playground. LPA determined that there are no violations at this time, however did discuss Reporting Requirements and timely reporting of unusual incidents with Director Natalie Swisse.
An exit interview was conducted, a copy of this report, LIC 811 (Confidential Names List) and appeal rights were reviewed with and provided to Director Natalie Swisse. A notice of site visit was also provided and must remain posted for 30 days.
